In a letter dated 7, September 2012, of which Umuvugizi has obtained a copy, Bishop Smaragde Mbonyintege of Kabgayi Diocese who is also the president of the Episcopal Polity wrote a letter to all the Bishops in Rwanda, and it reads "The Catholic Church in Rwanda embraced the idea of Agaciro Development Fund as away Rwandans could express their love and patriotism to their country and make their contribution in its development."

 In the Episcopal conference that was held in Kigali from 28 to 31 August 2012 seven Bishops who attended that meeting resolved to implement the wishes of the RPF Regime where by each Diocese will contribute to Kagame Fund commonly known as the Agaciro Development Fund.

Furthermore, all the 9 Dioceses in Rwanda are under instructions from the President of the Episcopal polity to pass this message to their parishes in Rwanda and in turn the Parish priests will instruct their church goers to contribute in the Fund of thieves without accountability. It's common knowledge that many church goers are very obedient to the priests as they never question the Sunday summons of a priest.  On the contribution of the Diocese, every Bishop together with his assistants will decide on the contribution to the "Agaciro Development Fund."

. Whereas some Dioceses are still struggling on how to contribute to the wealth RPF Fund, the Kabgayi Diocese has already identified the source of the contribution, For example institutions which are co owned with Government, schools, hospitals, and the local authorities will give them a blessing.

In this letter, the Bishop Smaradge Mbonyintege further says that the men and women of God who receive remunerations are not different from other employees.  In the private institutions like schools and other income generating activities in the Diocese, all the employees are instructed by their superiors in the Diocese to make contributions to the Agaciro Development Fund.

 Some places like Saint Andre Imprimerie of Kabgayi, Economat general and other companies that are economically strong will be instructed to contribute handsomely, while the church goers in the Parishes will make their contributions as the local authorities in the local cells and sectors will determine.
It is clear in the letter of Bishop Mbonyintege that he is not even sure where this money will go and what is meant for. "We shall see what we shall contribute and take it where it is supposed to go" he said.
 
Normally the Catholic Church is funded by its followers, and some grants from donors. In cannon law, it is not stated anywhere that the Church shall help the government  in such reckless behavior , it's in fact the government that should help the Church not the other way round as it is the case in Europe.

The Rwandan first Lady Jeannette Nyiramongi Kagame her lifestyle is identical to the former first lady of Philippines Imelda Marcos the widow of the late President Ferdinand Marcos who ruled Philippines with an Iron hand from 1965-1986. The Marcos family fled to Hawaii (via Guam) On February 25, 1986, after their regime was toppled by the four-day People Power Revolution at EDSA. Jeannette Kagame has enriched herself in the same way as Imelda Marcos and in fact these days the real power behind the Kagame's presidential throne is Jeannette.

As I explore the Jeanette's power and wealth I would like to take the reader of this article to the similarities of these two Iron ladies and extravagance life style. Imelda Marcos is sometimes referred to as the Steel Butterfly or the Iron Butterfly; she is often remembered for symbols of the extravagance of her husband's political reign, including her collection of 2,700 pairs of shoes. Imelda Marcos is well loved by those she shares wealth with; in the same way Jeannette is to her group of thieves who have milked the Rwandan society without mercy. In 2011, Imelda Marcos declared her net worth to be 932.8 million pesos (US$22 million), parliamentary records show, as she continues to fight the government over her assets more than two decades after her husband's reign ended. Imelda is the second-richest Philippine politician behind boxing hero and congressman Manny Pacquiao.

Like Imelda Marcos, Jeannette Kagame has amassed wealth through crooks and proxies in order to evade the public scrutiny. It is on record that after Gen Kayumba Nyamwas's falling apart with Kagame, the anger of Kagame and his family extended to the family of Gen. Kayumba Nyamwasa. Rosette Kayumba who jointly owned the Green Hills Academy with Jeannette was stabbed in the back and her shares were sold or taken by Jeanette.

Apparently all the business in Rwanda and beyond is conducted by Jeanette or her proxies. Indeed, the wealth and power in Rwanda is in the hands of a clique of few individuals which was called Akazu during Habyarimana's regime. This Akazu has resurfaced in Kagame's regime which includes Jeannette Kagame in the same way as Agatha Kanziga Habyariman operated in her husband's regime. Others on the list of Akazu, are Gen. Jack Nziza(the Maliyamungu of Id Amin) and James Musoni the Minister of Local Government.

The list does not spare the most trusted business men who operate business on behalf of Jeannette Kagame or Akazu family. Indeed, these business men are called the Kabuga of Kagame and Family. They include Ntazinda, Rushema, Alexandre, Egide Gatera, Mulefu, Ngarambe just to mention a few. These men have eliminated all other business competitors who are perceived not be RPF sympathizers or just unwanted by the clique.

As the Rwandan first lady is trying to catch up with Imelda Marcos whose extravagant lifestyle reportedly included five-million-dollar shopping tours in New York, Rome and Copenhagen in 1983, and sending a plane to pick up Australian white sand for a new beach resort. She also purchased a number of properties in Manhattan in the 1980s, including the $51-million Crown Building, the Woolworth Building (40 Wall Street and the $60-million Herald Centre). However after falling from grace to grass her New York real estate was later seized and sold, along with much of her jewels and most of her 175 piece art collection, which included works by Michelangelo, Botticelli, and Canaletto. She responded to criticisms of her extravagance by claiming that it was her "duty" to be "some kind of light, a star to give the poor guidelines. In almost in the same way, Jeannette Kagame through Eugene Gasana who is now the Rwandan Ambassador to New York from Germany where he was in charge among other official duties was to purchase the latest designs for the first family. He also operated ALTEL on behalf of the first family before his political assignments. Richard Murefu who is Jeannette's brother runs a fleet of business empires on behalf of his sister Jeanerette. Murefu on behalf of Jeannette has bought two largest tea estates. He has also been given the contract of supplying fuel to the Civil Aviation Authority and the Army through the first family proxy of Egide Gatera. Again through Murefu , Jeanette gains from the big concerts organized by the Ministry of Youth under the cover of their company which is in fact jointly owned by the first lady's family. They also own Contact FM the only so called private radio that is awarded all the lucrative contracts of publicity and considered the richest radio second to the National Radio Rwanda.

Jeannete Kagame has planted her cronies in all business outlets in the country, for example Jeane Pichette Sayinzoga is the Permanent Secretary in the Ministry of Finance who is in fact inexperienced but because of the machinery of the first lady, she was planted there to cover-up their lavish spending and she is believed to be running the Ministry Commerce behind the curtains. Another in-law to the first family Byusa the son of Paul Kagame's elder sister is in charge of many foreign accounts in which the first family deposit their loot. The first family has neither spared Bank Populaire, the clique has planted there Pichette's sister working as the Human Resource Manager and believed, together with the Nziza's spy chief in the same Bank Allan Nsenga masterminded the resignation of the CEO of Banque Populaire du Rwanda (BPR) Herman Klaassen, and his deputy, José Habimana, as a result of financial disagreements.

Similarly Flora Nsinga the wife of Richard Murefu (brother of Jeannette) is planted in Bank of Kigali in the Human Resource department and together with James Gatera are entrusted overseeing the economic interests of the first family. The chain of thieving in this country by the first family is endless, the Minister of Health Dr. Agnes Binagwaho who was their family Doctor in charge of their domestic pets, runs the lucrative Health projects funded by the Global Fund in which the Jeannette racket and syndicate swindle a lot of money for their own business empires. Like Imelda Marcos, Jeannette Kagame definitely shall answer to all these corruption charges, when the Marcos family was still in power little did they know that, they will stand trial after their good days in power, in fact Marcos was the first wife of a foreign head of state to stand trial in an American court (Marcos vs. Manglapus). Dear Jeannette take this article very seriously because you might be the next Imelda in Rwandan courts or elsewhere.

Rwanda : Agaciro : cotisation patriotique "volontaire"

(Syfia Grands Lacs/Rwanda) Depuis le lancement par le président rwandais en août dernier d'Agaciro, le fonds de solidarité pour financer le développement du pays, c'est la course à qui donnera le plus pour se montrer digne et se faire bien voir : autorités, responsables, employeurs obligent ainsi souvent les citoyens à des contributions "volontaires".

"Agaciro", ce mot est dans toutes les bouches des Rwandais. Il est aussi peint sur les voitures, les immeubles, les panneaux publicitaires au bord des routes, etc. Dans les médias, "Agaciro" est prononcé plus de mille fois par jour. Ce mot kinyarwandais qui signifie "dignité", "fierté" ou "valeur" a vu sa signification renforcée quand il a été attribué au Fonds de solidarité national basé sur des contributions volontaires. Agaciro Development Fund, a été créé le 23 août 2012 par le Président de la République du Rwanda en personne pour permettre aux Rwandais d'assumer leur propre développement. D'après le ministre des Finances, John Rwangombwa, il permettra également d'améliorer le niveau d'autonomie financière du pays. Le fonds est financé par des contributions volontaires des citoyens rwandais vivant au Rwanda, des citoyens rwandais de l'étranger, des entreprises privées et des amis du Rwanda. 
C'est lors du Dialogue national (Umushyikirano) de 2011 qu'a été lancée l'idée de réduire la dépendance du pays par rapport à l'aide extérieure. Une dépendance encore très importante, le Rwanda ayant pratiquement été placé sous perfusion depuis le génocide de 1994, avec un budget national financé à plus de 45% par l'aide internationale.

Compétition et excès de zèle 
Après le lancement du fonds, les responsables des secteurs public et privé se sont engagés dans une véritable compétition à celui qui récolterait le plus d'argent. Tous les moyens sont bons. Des employeurs retiennent à la source la contribution des employés. "La plupart des fonctionnaires ont consenti volontairement à s'acquitter d'un dixième de leurs salaires, retenu sur dix mensualités", témoigne un expert en législation du travail de Kigali. "Patriotisme oblige, certains, qui avaient des crédits bancaires remboursés par les salaires ont été obligés de se serrer encore la ceinture", ajoute-t-il. Chacun se doit de contribuer via les banques et les SMS qui permettent au citoyen de verser 500 ou 1 000 FRW au compte du Fonds "Agaciro". Les Rwandais de la diaspora pourront utiliser Internet pour se connecter aux comptes bancaires du fonds ouverts sous la désignation de SACCO Umurenge dans diverses banques comme la Banque de Kigali (BK), la Banque Populaire du Rwanda ou les banques locales..
De nombreux élus locaux font du porte–à-porte pour sensibiliser et inciter les habitants à alimenter le fonds. "Notre cellule (akagari, entité administrative de base), a promis de verser deux millions de Frw, (près de 3100$), au fonds, mais on n'a même pas un million. Chacun doit se sacrifier pour collecter cette somme", dit un élu local de Kigali comme un slogan à chaque ressortissant de son entité qu'il contacte. D'autres "pour motiver les indécis ou les plus pauvres, viennent avec des listes de contributions des voisins. Quand le concerné regarde la liste, il a honte et est obligé de donner plus pour ne pas être le dernier. C'est une façon aussi de contraindre les gens à alimenter le fonds", témoigne un activiste des droits de la personne de Kigali. "Dans une école secondaire, un responsable a qualifié de 'sans dignité' des élèves qui n'ont pas pu contribuer au fonds", ajoute-t-il. 
Les enseignants ont été les premiers à manifester un sérieux mécontentement quand ils ont appris qu'on allait retenir un dixième de leurs salaires. Le ministre des Finances, John Rwangombwa, responsable du fonds, a interdit cette retenue. Pour lui, "les citoyens ne doivent pas être forcés de donner. Alimenter Agaciro doit résulter d'un esprit patriotique et non d'une compétition". 
D'après Kampeta Sayinzoga, secrétaire permanente au ministère des Finances, le fonds Agaciro a déjà collecté environ 22 milliards de Frw, (près 30 million de dollars). Ces fonds seront destinés entre autres à des projets d'électrification des zones rurales. Mais la gestion du fonds est aussi source d'inquiétude. Pour un activiste des droits de l'homme de Kigali, "il sera difficile de contrôler l'argent collecté sans pièces justificatives, car rien ne peut prouver que les montants collectés sont versés intégralement".

"L'aide étrangère est un poison" 
Pour bon nombre de Rwandais, Agaciro est cependant aussi un "fonds de souveraineté" car il vise à prouver leur capacité à prendre en charge le développement de leur pays. Le président Paul Kagame ne cesse de déclarer : "L'aide étrangère est un poison, nous devons apprendre à nous en passer… ". En effet, de nombreux donateurs ont coupé leur aide à la suite du rapport de l'ONU accusant Kigali de soutenir les rebelles du M23 à l'Est de la République démocratique du Congo. Les Etats-Unis ont été les premiers à suspendre leur aide militaire à Kigali, évaluée à 200 000 $. D'autres grands bailleurs, dont les Pays-Bas, l'Allemagne, la Suède, ont aussi suspendu leur aide budgétaire au pays. Le gouvernement, qui a fermement rejeté ces accusations, estime injustes ces mesures de rétorsion et ne se montre pas prêt à céder aux pressions.
