[haguruka.com] Rwanda: on negationism versus revisionism

Characteristics of the crime of genocide ideology: "---creating confusion aiming at negating the genocide which occurred…", Article: 3, Rwandan law N°18/2008 of 23/07/2008 relating to the punishment of the crime of genocide ideology.
 
Dear all,

The above two statements attest that Rwandan officials knowingly confuse negationism and revisionism.

Indeed, revisionism is the critical re-examination of historical facts while negationism is the denial and distortion of historical records.

It should be recalled that up to date, nobody ( including all Rwandan officials and their apologists) have failed to prove to the world that any individual they wrongly label as a genocide denier actually denies the genocide (i.e. the killing/massacre of the Tutsis who where in Rwanda in 1994) and/or distorts the historical facts about the killing of Tutsis in Rwanda.

The dictatorial regime in Kigali, given its criminal record, has no moral grounds to impose to the free world its narrative of what really happened in Rwanda in 1994.
Here some unanswered questions:

1-Who is/has been distorting the historical facts about the Rwandan tragedy of 1994? Is it the Rwandan regime or the so-called genocide deniers?  

2-Does the Rwandan law punish revisionism? If yes, by which law?

For you info:

"Revisionism, negationism and trivialisation of genocide are punishable by the law", Article 13, The Rwandan Constitution of 2003. 
This article has been totally removed from the current constitution. Can anybody me why?
