L'Oncle SAM n'a aucune obligation d'arreter Kagame pour la CPI parce que l'Oncle SAM, ne fait pas partie des pays ayant ratifie le statut de Rome. 
Il en est de meme pour le Rwanda

Il n' y rien d'extra ordinaire. Kagame se promène chez l'oncle SAM sans jamais s'inquiéter alors qu'il a massacré plus de 8 millions d'êtres humains alors que sa place est la Prison à Vie pour le respect du droit. Mes sincères remerciements pour l'Afrique du Sud et le Burundi.

Les réactions sont vives dans le pays.

Les organisations de défense des droits de l'homme parlent d'une seule voix pour dénoncer la décision de l'Afrique du Sud. Pour la South African Litigation Center (SALC) - l'organisation qui avait lancé un recours pour demander l'arrestation du président Omar el-Béchir lorsqu'il se trouvait en Afrique du Sud - cette annonce marque « un triste jour » pour les droits de l'homme, et probablement la fin d'une bataille judiciaire encore inachevée.

Pour beaucoup, la position du pays s'apparente tout simplement à « un déni de justice », « une trahison vis-à-vis de millions de victimes », selon Amnesty International. 

L'ONG Human Rights Watch regrette d'autant plus cette décision qu'elle vient d'un pays unanimement considéré comme « un leader mondial en matière de justice internationale ».

Quant à l'organisation Lawyer For Human Rights, elle estime que « les victimes ont le droit d'accéder à la justice, comme les chefs d'Etat ont le devoir de s'y plier ». 

L'activiste Fatimata Mbaye, avocate et présidente de l'association mauritanienne des droits de l'homme parle elle d'une « folie dramatique », dans la mesure où la justice supranationale africaine ne fonctionne pas encore.
