UPDATE: Spain prosecutors want London to hand over Rwanda spy chief Karake
 
Spain's National Court launched an investigation in 2008 into allegations of genocide, war crimes, crimes against humanity and terrorism in Rwanda in the 1990s. The court's listing of Karake followed an investigation into the murder of nine Spaniards who were working with refugees in Rwanda between 1994 and 2000. 
It later shelved the first three sets of charges but "the case is still active for the crimes of terrorism" in the case of nine Spanish people killed in Rwanda, the source told AFP. Karake is part of a circle of top military officers in the former Rwandan Patriotic Front (RPF) rebel movement.

Why was General Karake travelling frequently to the UK ? What was he doing there ?
 
General Karake and other Kagame's spies are frequently travelling to UK to spy on  Hutu asylum seekers and political opponents. They come to meet Home Officials to  squeeze Hutu and ensure they are prevented from accessing to their rights. This is why there is a higher number of pending or refused asylum cases and British citizenship applications among Rwandan hutu communities living in the UK. Kagame is happy with how Rwandan nationals are maltreated in exile. If you are a hutu, either you go back home or you live abroad stateless. Kagame has been putting pressure on the Zambia government to expel refugees or  to  refuse to grant them the refugee status or work permits. Kagame is opening an Embassy in Zambia only for that purpose.
 
Kagame has done this successfully for all Hutu in exile when he managed to influence the UNHCR which removed the refugee status of all Rwandan people in exile. Now  Kagame has taken  further steps to play the role of  pressuring all governments to implement this UNHCR policy toward Rwandan exiles while this role should be played by the UNHCR.

How does the arrest of  Rwandan General Karake ( Kagame's spy) demonstrates the UK government's discrimination against Hutu ?
 
The Rwandan Community in the UK has been complaining about UK discrimination against Rwandan hutu in Rwanda and in UK. Many Rwandan hutu who fled to UK have been refused refugee status and British nationality. Many of them have already spent more than 10 years in the UK without being recognised as refugees. The ones who successfully applied for refugee status were refused British citizenship because they are hutu, had medium or higher positions in the Habyarimana regime, worked under the former Rwandan regime as civil servant, local authority administrator or were in Rwanda where the genocide took place. They have bad character. This is enough for them to fail character test is the main criteria for granting British citizenship. The Rwandan Government has also refused to give them a passport  while they are Rwandan citizen living in the UK.
 
These Hutu are labelled as intellectuals  who worked with the former Rwandan regime. The  UK government  believes that this is enough  for those hutu to be suspects of having committed genocide or war crimes in Rwanda. These hutu do not have access to services and opportunities they are entitled to. They cannot travel out of UK. Their children cannot attend the university. They cannot get a job.
 
Now we learn that Karake  and other  Tutsi war criminals under Spanish  Arrest Warrant have been  frequently travelling to  UK. They are allowed to travel to UK and worldwide simply because they are Tutsi. Then Rwandan and UK Government are astonished about why Karake has been arrested while he was allowed to travel to UK as spy on several occasions.

In Rwanda , there is no one who has  answered for  the crimes committed by Kagame and his RPF. This is really the essence of the arrest of this Kagame's spy. If  UK criminal justice system believes  that there is no case to answer and that no crimes were committed by RPF, OK just release Karegeya. It is simple as that. Someone must  be held responsible. The question is who ? The answer is anyone available from RFP's top  military and intelligence services.

Rwandan General Arrested in the UK on Spain's Behalf - ABC News

LONDON — A Rwandan military general was arrested at London's Heathrow Airport and will appear in court later this week, British police said Tuesday, prompting an angry response from Rwandan leaders.
Police said the warrant for Emmanuel Karenzi Karake, head of Rwanda's intelligence and security service, was made on behalf of authorities in Spain.
Karake, a close ally of Rwandan President Paul Kagame, was one of 40 members of the Rwandan military indicted in 2008 on charges of terrorism and genocide by Spanish national Court Judge Fernando Andreu.
Spanish magistrates have used the principle of universal jurisdiction several times to go after current or former government leaders or terrorism suspects, even indicting Osama bin Laden over the Sept. 11, 2001, attacks. But extraditions and convictions have been rare.
On Twitter, Rwandan Foreign Minister Louise Mushikiwabo called the arrest "an outrage," adding "Western solidarity in demeaning Africans is unacceptable."
Rwanda and Britain "are talking to resolve the matter," Rwandan Justice Minister Johnston Busingye said, insisting that Spain's indictment of Karake was illegitimate and politically motivated.
Police said Karake was arrested Saturday, had a brief hearing at Westminster Magistrates' Court that day and will be back in court on Thursday.
A spokesman for Spain's National Court said it was now up to British authorities to decide whether or not to extradite Karake. He spoke on condition of anonymity in keeping with court policy.
Andreu began considering the Rwanda case in 2005 after a complaint was filed by an African human rights group. Others indicted include James Kabarebe, now the defense minister in Rwanda.
In the 182-page indictment, Andreu said he also had evidence implicating Kagame, who led the rebel forces that stopped the genocide in 1994, but could not charge him because as a sitting president Kagame has immunity.
In 1998, a Spanish judge indicted former Chilean President Augusto Pinochet and managed to have him arrested while Pinochet was visiting London, but the British government refused to extradite him to Madrid, saying Pinochet was in poor health. Pinochet died in Chile in 2007.
