[AfricaWatch] DRC-Rwanda: Puzzle of FDLR intentions

 


The notorious militia is disarming but some say that's a blind. A complex mix of motives, alliances and regional interests is at work

Central and Southern African leaders have demanded the disarmament of the Rwandan Hutu militia, the Forces démocratiques de libération du Rwanda. At a summit in Luanda on 2 July, politicians from the International Conference on the Great Lakes Region and the Southern African Development Community (SADC) gave the Congo-Kinshasa-based rebel group six months to hand in its arms. Yet the FDLR, which includes perpetrators of the 1994 Rwandan genocide, is not a unitary organisation and different political and criminal aims and alliances are pulling it in different directions. It has no single set of political aims.
