Le FMI lance un ultimatum aux Etats Unis

Le Fonds Monétaire International prévient le Congrès, que si le Sénat ne ratifie pas la réforme de l'organisation d'ici le 30 juin, son conseil d'administration, envisagera d'imposer une réforme alternative.

L'Administration Obama, même si elle a voté en faveur de la réforme en 2010, souligne que sa priorité demeure d'obtenir sa ratification par le Sénat. C'est ce qu'indique un communiqué du ministère américain des Finances et de l'Economie.

La réforme adoptée par le FMI en 2010 avait bénéficié du soutien de l'Administration Obama. Elle vise, d'une part, à augmenter la représentation des pays émergents tels que la Chine, l'Inde, le Brésil ou l'Afrique du Sud (BRICS) au conseil d'administration du FMI, et d'autre part, à diminuer celle des pays d'Europe de l'Ouest, tout en préservant la domination des Etats-Unis qui détiennent près de 17% des droits de vote au conseil, ce qui confère au gouvernement américain un droit de veto de facto sur les décisions du FMI.

Malgré la préservation de la position dominante des Etats-Unis prévue dans la réforme et malgré l'approbation de la Maison Blanche de cette réforme, le Congrès contrôlé par l'opposition républicaine en partie depuis 2011 et en totalité depuis début janvier, bloque cette ratification qui est nécessaire au FMI pour pouvoir mettre en œuvre la réforme.

Le FMI se refuse à préciser la nature des solutions alternatives qu'il pourrait envisager, si le Congrès ne ratifiait pas la réforme de 2010 d'ici le 30 juin.

Toutefois, un rapport livré au FMI début janvier faisait deux recommandations, dans l'espoir de forcer la main au Congrès: réduire les droits de vote des Etats-Unis au sein De l'institution à moins de 15%, ou former une institution satellite au FMI qui appliquera la réforme sur la représentation. Dans ce cas de figure, les Etats-Unis n'auront pas un droit de veto.

RE: Bloomberg News Report:  Rwanda Tribunal Taught Loretta Lynch Real Power of Prosecutors 
News outlets have been praising Loretta Lynch's credentials as a former Prosecutor at the International Criminal Tribunal for Rwanda (ICTR). Whatever else Loretta Lynch's qualifications may be, this is not a credential to praise or take pride in. Those who know the disgraceful history of victor's justice at the ICTR, and its service to the predatory US/NATO agenda in the Global South, are aware of this. See my KPFA News produced with CIUT-Toronto host Phil Taylor and published on the San Francisco Bay View website, for a start, "Phil Taylor: ICTR celebrates 20 years of establising impunity."
