A defiant Bernard Ntaganda warns RPF

Bernard Ntaganda, considered one of Rwanda's foremost opposition
politicians, left prison after serving a four-year sentence vowing to
take on the ruling Rwanda Patriotic Front (RPF)-Inkotanyi.
On June 4, the frail and gaunt-looking lawyer convicted of inciting
ethnic division, organising an illegal gathering and threatening state
security, said he would resume political activism against RPF.
"I can't sit and watch when bad things are going on," Mr Ntaganda
said. "I have information that I will be arrested again and charged
with inciting inmates."
Saying he was not afraid of arrest, Mr Ntaganda maintained that he was
still in charge of Parti Sociale (PS)-Imberakuri, the political party
that he founded but whose breakaway faction, led by Ms Christine
Mukabunani, is the one recognised by the government as the bona fide
party.
Dismissing Ms Mukabunani's faction and Dr Frank Habineza's Democratic
Green Party of Rwanda, which he accused of "dilly-dallying" with RPF,
as failures, Mr Ntaganda said: "They are not opposition parties, You
cannot sit at the same table with RPF and claim to be critical
opposition voices."
Prior to his imprisonment, Mr Ntaganda had registered PS Imberakuri
with the Forum for Political Parties of Rwanda (FPPR) but, while he
was away, Ms Mukabunani quickly secured registration for her breakaway
faction, effectively trouncing Mr Ntaganda from the party's helm.
Last kicks of a dying horse
She has since dismissed Mr Ntaganda's claims as "the last kicks of a
dying horse."
"The party has moved on," Ms Mukabunani told Rwanda Today. "He is now
an outsider.
"As a convict, he cannot claim to still be in charge of PS Imberakuri.
The party has since revoked his membership. If he still wants to go
around acting for the party, we will seek legal redress."
FPPR executive secretary Anicet Kayigema said: "By the time he went to
prison, Ntaganda was relieved of his duties and he knows that. He was
democratically removed from leadership." He described Mr Ntaganda's
utterances as unlawful, saying there was only one recognised PS
Imberakuri -- the Ms Mukabunani one.
While Mr Ntaganda was incarcerated, the faction loyal to him joined
hands with the Democratic Forces for the Liberation of Rwanda (FDLR),
a DR Congo-based rebel group linked to the 1994 Genocide against the
Tutsi.

Calls for the government to hold talks with the rebels, who are
reportedly willing to lay down arms, have been met with condemnation
by Kigali.
