Yes this is the Rwanda way of behaving Sir/Madam! We
offer gifts when we have opportunity.
Please be aware that Habyarimana as well gave three
high producing cows and seeds of various crops to His
Excellency Yoweri K. Museveni when on state visit
to Rwanda. The visit was happening a few time
before Uganda allowed military invasion to that
Rwanda!

It will be interesting to see what Mafuli does with
those cows
because ideally they should belong to the state of
the United Republic.
I hope it wont be like our greedy dictator who thinks
everything belongs to him and his family.
