KPFA Evening News Anchor Anthony Fest: Turning now to news of Africa, the people of eastern Congo are facing another tragic Christmas. The United Nations High Commissioner for Refugees reports that 900,000 more people have been displaced and more than 750 children are reported missing.

The latest U.N. experts' report on Congo included a chain-of-command chart that shows Kabarebe commanding the M23 militia in eastern Congo. The 2009 report quoted Ward as saying, "These [the Rwandan Army] are professional forces. Where we can come and provide the sort of assistance that they ask us to do to complement what they do, then this (visit) helps me understand that." The same report quoted Rwandan Defense Force (RDF) spokesman Major Jill Rutaremara saying that the U.S. military and RDF share a robust military-to-military relationship.
Another U.N. report says that the blame for the misery in the Democratic Republic of the Congo lies with the country's eastern neighbors, Rwanda and Uganda, which also are longstanding U.S. allies. The U.N. report says the M23 militia group fighting in eastern Congo is commanded by Rwandan Defense Minister James Kabarebe.

This past Wednesday the House of Representatives Armed Services Committee held a hearing on the conflict, in which the committee considered further arming and training support for the Congolese Army. KPFA's Ann Garrison has the story.

KPFA/Ann Garrison: The Democratic Republic of the Congo has long been a security concern to the U.S., because of its abundant mineral resources, many of which are essential to advanced weapons manufacture. In February 2012, the Financial Times reported that Arizona-based Freeport-McMoran's cobalt mine in Katanga Province alone puts Congo on a list of the USA's top 20 sites to be protected from "terrorist attack."

However, a week after the conflict, Pentagon and State Department officials told the House Armed Services Committee that their goal in training Congolese troops is mass atrocity prevention.

Assistant Secretary of State for African Affairs Johnnie Carson named a long list of militias operating in Congo, after which Florida Congressman Allen West asked whether the committee needed to fear mission creep – the expansion of U.S. operations – and whether there was any possibility that all these militias might unite and turn on U.S. forces. Derek Chollet, senior director for strategic planning on Obama's Security Council, and Johnnie Carson said no, but West said that they'd heard that before, regarding Vietnam, Afghanistan and Somalia.

Congressman (outgoing) Allen West, R-Fla.: When I looked at this list of belligerent groups, as soon as you put American soldiers there in that position, I've got to tell you that some of the things you all are talking about remind me of three previous regions that we were in: Vietnam, Afghanistan and Somalia. So what I'm trying to defend is what is our goal and objective … what is the potential of mission creep and escalation, which is exactly what we saw happen in Somalia?

National Security Council Adviser for Strategic Planning Derek Chollet: Sir, the goal of our efforts at the Defense Department is to help build up the Congolese military and to make them capable of taking care of these problems.

Congressman Allen West: So that's foreign internal defense.

National Security Council Advisor Derek Chollet: Internal defense. And the footprint issue, which you've quite rightly raised, is extremely limited. Right now we have three personnel who are part of the MONUSCO mission, a U.N. mission, to help them on information sharing as well as some intelligence issues. When we had the training effort underway for the 391st, for this battalion, it was about 60 folks, Special Forces and others, to help train them up …

Congressman Allen West: But my concern would be … all of these different non-state, non-uniformed belligerents coming together against our efforts. Is that a potential to happen there?

Assistant Secretary of State for African Affairs Johnnie Carson: No, and I'd like to just underscore what Mr. Chollet has said. We're not talking about American soldiers on the ground, engaged against rebel groups in the DRC.

Congressman Allen West: But we said that in Vietnam and Somalia and other places.

KPFA/Ann Garrison: No one remarked on the fact that the United States has for many years trained and armed the Ugandan and Rwandan militaries, including former general, now Rwandan president, Paul Kagame.

L'ancien président Jacques Chirac et Valérie Trierweiler, ambassadrice de la Fondation Danielle Mitterrand, ont appellé mardi l'ONU à "remplir son mandat" en République démocratique du Congo (RDC), dans une tribune publiée dans Le Monde.

"Connaissez-vous le Kivu ? Un drame s'y joue. (...) Avec déjà des millions de morts et d'autres millions de vies dévastées. Un drame que la communauté internationale pourrait arrêter. A l'instant. Il lui suffirait de donner l'ordre aux dix-sept mille soldats (en mission pour l'ONU, NDLR) de faire leur métier et de remplir leur mandat", écrivent-ils dans ce texte dont sont également auteurs l'ancien président sénégalais Abdou Diouf, la ministre de la Francophonie Yamina Benguigui et l'ancien boxeur Mohamed Ali.

"Faute d'application réelle de son mandat pour intervenir", les 17.000 soldats de la Mission de l'ONU pour la stabilisation en RDC (Monusco) "regardent et constatent". Ils "attendent une résolution du Conseil de sécurité qui leur permettrait d'agir", regrettent les auteurs.

"L'horreur, ces derniers jours, a franchi un nouveau degré. Des escadrons, dont le groupe baptisé M23, font des incursions à Goma et sèment la terreur dans sa périphérie", déplorent-ils.

"Ils ravagent et ils tuent. Et ils violent. Ils violent par centaines de milliers les femmes et les enfants pour terroriser la population", poursuivent-ils.

Située dans l'est de la RDC, la région du Kivu reste en proie à des troubles, depuis que la rébellion Mouvement du 23 mars (M23) s'est officiellement retiré de Goma le 1er décembre, après onze jours d'occupation. Les rebelles avaient accepté ce retrait en échange de l'ouverture de négociations de paix, qui ont été suspendues vendredi jusqu'à début janvier, sans aucune avancée jusqu'ici.

Le chef des opérations de maintien de la paix de l'ONU Hervé Ladsous avait affirmé le 19 décembre que la Monusco était en alerte et que des renforts seraient envoyés si nécessaires.

Le M23 est essentiellement formé d'ex-rebelles qui, après avoir été intégrés en 2009 dans l'armée congolaise, se sont mutinés en avril dernier et combattent depuis l'armée régulière dans la région du Kivu.

Deux pays voisins, le Rwanda et l'Ouganda, sont accusés par l'ONU de soutenir les rebelles, ce qu'ils démentent.

Outre ses auteurs, une quinzaine de personnalités ont signé la tribune publiée dans Le Monde, dont l'ancien ambassadeur de France Stéphane Hessel, le réalisateur américain Jonathan Demme ou la Libérienne Leymah Gbowee, prix Nobel de la paix 2011.

UN Accuse Bishop John Rucyahana of Supporting Murder in Congo


Are you a member of the Anglican Mission in America? Are you aware of Bishop John Rucyahana of Rwanda? Have you donated to one of his many causes? If so, there is a reason you should be worried.


It is very rare that a bishop gets mentioned by an important United Nation report for funding a murderous rebel group. But this is Rwanda where there is a long history of the church being used to serve sinister political agendas.    

Rucyahana has similarly failed to live up to expectations and has betrayed the powerless—the very people he ought to support.

Thus, while this might come to you as a surprise, to many Rwandans it is not. The history of the church in Rwanda is mired with the blood of the innocent. In 1994, the Hutu church leaders joined hands with the government to terminate a section of the Rwandan society. History continues to repeat.

For all the reconciliation talk, Dr. Philip Cantrell's work has shown that Rucyahana and the leadership of the Anglican church of Rwanda have continued to move toward an extremist Tutsi ideology—which believes that full control of all state power is necessary for their survival. In the process, the church has been relegated to an instrument for Tutsi power propaganda. 

However, Rucyahana is accused of much more. The latest UN report categorically identifies the bishop as one of the financiers of M23, a notorious Rwanda-backed Tutsi rebel that is blamed for much of the havoc in Eastern Congo. Rucyahana is also identified as a top leader in the Rwandan ruling party.

For more than a decade now, Rwanda's ruling regime has participated in the open plunder of the Congo leaving behind a trail of innocent blood. About 5 million people have died in the process and its eastern region—close to Rwandan borders has never fully recovered. The suffering has been even more devastating for children and women—the region has been called the rape capital of the world!

So how does such a respected bishop who is supposed to be enjoying a quiet retirement at home with his grandchildren get involved in such carnage? This is a question that is difficult to answer and would require a serious analysis of human nature. It is difficult to understand the motivations that lead people into such blatant evil. 

To be fair, Rucyahana boasts a number of impressive accomplishments as well. For instance, he has built the Sonrise Academy, which is one of the leading educational towers in Rwanda. It is also through him that Rwanda has attracted a lot of direct investments—some of which has no doubt benefited the people. 

Most significantly, Rucyahana has been the link between mega-church leader Rick Warren and the Rwandan government. Pastor Warren, on his part, has promised to make Rwanda the first "purpose-driven" nation.

It is not clear whether Warren fully understands what he got himself into or whether some of his money has been channeled to support M23

What we know for sure is that Warren continues to be an active supporter of the Rwandan dictator, Paul Kagame, having conferred to him his annual International Medal of Peace. Of course, the story cannot get any more cynical! Warren also has a Rwandan passport, which was given to him some two years ago. 

Regardless of what path the members of the Anglican mission in America will take, it is imperative for them to become aware of what kind of people they are supporting in Rwanda. They should also try to get informed on the escalating humanitarian situation in the Congo where the M23 is reportedly conducting a revenge slaughter against local leaders who refused to support them.

In this interconnected world, there is no reason for lending blind support to any criminal regardless of their credentials. Indeed, Rucyahana's accomplishments mean nothing if the murder of millions of people is the price to pay. 

Lastly, it is important, when helping, to keep in mind of how our aid will affect people. In this sad but yet to be finished episode, your money might be causing murder, pillaging and rape of the Congolese nation.
