Andrew Mitchell is the UK Secretary of State for International Development who has no experience in international development and economic development.  This man   knows Rwanda only.  Every year he takes his summer holiday in Rwanda. In November 2008, Andrew Mitchell said on BBC that there were no Hutu refugees massacres in Congo Democratic Republic.  Andrew Mitchell said that refugees were killed by hunger and diseases while they were Congo Democratic Republic. This is a man who has no empathy toward the poor, the weak and the disadvantaged.  This means that Andrew Mitchell dismisses the UN Mapping Report findings about human rights abuses, genocide and massacres of refugees who fleeing Kagame.
David Cameron and Andrew Mitchell know that Britain's influence is diminishing around the world. They only option that they have to keep some British influence is foreign aid.  Their foreign aid has becomes the tool for advancing British influence and interests around the world. PM David Cameron has consistently said that British Foreign aid helps Britain to advance   British interests.
In Rwanda, British foreign aid is for bribing Kagame to continue to help Britain in promoting British linguistic interests in African Great Lakes Region.
So, Is UK foreign for helping the poor in developing countries or for advancing British interests in these countries?

Women and children – desperately sick and weak after months on the run – were finally caught by Rwandan army commander Papy Kamanzi.
He told them he would give them food and then send them home.
But he now admits he was lying and says: 'We took them instead into the forest and killed them with a small hatchet.'
Kamanzi despatched scores with a blow to the back of the skull. As the bloodbath went on, his soldiers' methods became cruder. 'We could kill more than 100 a day,' he said.
'We used ropes – it was the fastest way and we didn't spill blood. Two of us would place a guy on the ground, wrap a rope around his neck once, then pull hard.
'The victim's windpipe would break and they would be strangled silently to death.'
The reason this young commander in an elite unit and father of two young children carried out these horrific massacres of Congolese is simple.
In a chilling refrain, so familiar from the darkest deeds in history, he says: 'We were ordered to do it.'
Kamanzi's story should be heard by all Western apologists for the suspected architect of these atrocities, Rwanda's brutal autocratic ruler, President Kagame.
This includes Britain's International Development Secretary, Andrew Mitchell.
For while world leaders and the aid lobby fawn over Kagame the reality of his repressive regime is becoming clearer by the day.

This is a man who launched a war with neighbouring Congo in 1996 which led to more than five million deaths and tore Congo apart – and has used British taxpayers' money to silence his critics.
Papy Kamanzi's death squad was operating in the Congolese jungle, where it was guilty of acts of genocide.
His story is told in Dancing In The Glory Of Monsters, a brilliant new book about the collapse of the Congo by an American author who has spent ten years in the country.
A United Nations investigation found Kagame's army and its allies killed tens of thousands of innocent refugees.
This is a terrible indictment of the Rwandan president who came to power by ending his own country's bloody civil war in 1994 between the Hutus and Tutsis.
Following the slaughter of a staggering one million mainly Tutsi civilians in less than a year, Kagame led the army which overthrew the Hutu militias responsible for the genocide and seized power.
At the time he was seen as a liberator. Ever since, he has skilfully exploited international sympathy for Rwanda's tragic recent history to stifle dissent at home and win friends, influence and money abroad.
As huge amounts of foreign aid poured in, he has overseen impressive economic growth, promoted the interests of women and eradicated corruption.
This is the Rwanda that so beguiles visiting Western politicians and aid agencies – the lush land of a thousand hills, of gourmet coffee, gorilla tourism and hi-tech ambitions.
They believe this nation's 'success story' could be the answer the swelling chorus of critics who question what has been achieved for all the billions of aid money.
But this desperate desire for good news out of Africa has ensured that for too long, too many people who should know better have ignored grotesque human rights abuses. The whiff of hypocrisy hangs heavy in the air.
First and foremost on the charge sheet is Rwanda's long involvement in neighbouring Congo. It has twice invaded, fought proxy wars with brutal militias and profited from the proceeds of stolen minerals.
Mass rape was commonplace. The gruesome lexicon now includes words such as 're-rape' – for women who have been repeatedly raped – and 'auto-cannibalism' – where victims are forced to eat their own flesh.
President Kagame should no longer be able to avoid blame despite protestations that his regime was merely tracking down remnants of mass-murdering Hutu militias.
Kagame has created what one observer calls 'a well-managed ethnic, social and economic dictatorship'. People speak of a climate of fear, where the wrong words can lead to incarceration – or worse.
Last year's election was a sham, with the regime jailing political rivals and closing newspapers, using institutions shamefully funded by British aid to win with 93 per cent of the vote.
One opponent was beheaded shortly before the election.

Despite widespread international concern, Tony Blair – who advises the Rwandan government and uses Kagame's private jet – sent the president a note of congratulations.
As for the Tories, they invited Kagame to address their party conference four years ago after Mr Mitchell had taken a group of party volunteers to Rwanda.
Now, as international development minister, he remains among the regime's most fervent supporters.
What makes Mr Mitchell's visit so shocking is that it comes just weeks after Scotland Yard warned two Rwandan dissidents living in Britain that their lives were in danger from hit squads sent by Kagame's government.
One of those targets is Rene Mugenzi, a Liberal Democrat activist. He says the Rwandan government 'wants to kill' him and he feels betrayed because the British government both refuses to condemn the threat to his life and continues to send aid.
'Now Mr Mitchell goes out there as if nothing has happened,' he says.
Meanwhile, there have been persistent reports of murders and assassination attempts of people who have fallen out with Kagame.
Paul Rusesabagina, a heroic Rwandan hotel manager who saved 1,268 people amid the hell of genocide, is one of those who has been declared 'an enemy of the state'.
He says: 'I'll continue to speak out about the need for genuine reconciliation and real peace in our country.'
Brave words that shame Andrew Mitchell as he is the guest of a man accused of sending death squads to kill British citizens.

In an interview with Ann Garrison of KPFA radio on the upcoming congressional briefing on March 2, AFJN Policy Analyst, Bahati Jacques said: "Our goal is to rally U.S. support for justice for the crimes committed by the Rwandan, Ugandan, and Burundian armies and their Congolese collaborators in the war against Congo in 1996 to 2003.  Also we want the U.S. to take a clear stand on this issue, supporting the UN Mapping Report recommendations to set up an investigation to determine whether the targeted and massive killing of Congolese, Burundian, and Rwandan Hutu were a genocide." Rwanda: The Emperors have no clothes

The emperors stand naked in front of the word being exposed for crimes against humanity. But who are these emperors? In an article dated 5 January 2011 entitled, "US Firm gets contract to train Rwanda Soldiers," by the government-controlled Rwandan News Agency, it is stated that, "The US State Department has granted a multi-million dollar contract to Northrop Grumman Corporation, a leading global security company to train Rwandan soldiers in peacekeeping operations, the firm announced." In this capacity Northrop stated Tuesday that "the work to be performed involves peace support operations training, train-the-trainer courses for peacekeeping cadre and enhancing the capacity of all three countries (Rwanda, Kenya and Burundi) to participate in multinational peacekeeping operations." Yet it seems that Northrop Gruman and the US Government are falling into a trap by failing to recognize how Kagame manipulates international peacekeeping to entrench his absolute rule that is responsible for gross human rights abuses in Rwanda and the Great Lakes Region.
In the latter part of 2010 the UN published its Mapping Report of the DRC. The statements in this report should have been published to the international community years ago. This report has come under much scrutiny by political leaders, journalists and members of society.
Of all the serious atrocities documented by the mapping team, however, the allegation that Rwandan troops and their Congolese allies may have committed genocide against Hutu refugees has stirred up the most controversy, triggering yet another wave of damning press reports against the Rwandan government. This report was "leaked" and after decades of cataclysmic failures by the UN in the region it is hard to see how the international system of democratic relations will follow-through with these egregious violations against humanity.
While the report was published with intentions of exposing injustices in the region and was conducted by credible reporting agencies by credible people, what has it done? There have been absolutely no changes from this report and it has all but been swept into silence under the rug of diplomatic relations based on ongoing intimidation and blackmail from President Kagame to the international community (notably Washington and London) due to their inaction based on the 1994 Genocide and Rwanda's contribution to peacekeeping operations in Darfur.
The Harvard Law record stated in an article published in October 2010 that the 556-page report describes 617 acts of violence allegedly committed by the armed forces of seven countries and several militias in the DRC between 1993 and 2003. A draft that was leaked to the press on August 26 triggered a massive media storm and strong protests from the countries whose troops stood accused.
In a phone interview with Dr. Theogene Rudasingwa regarding the UN Mapping Report he stated that "Kagame has been protected for too long." Dr. Rudasingwa further stated that, Kagame has exposed himself by going too far and thus forcing those closest to him to break their silence to his tyrannical regime." Dr. Rudasingwa is currently awaiting sentencing in Rwanda due on January 14, 2011. He is facing 35 years in a Rwandan prison after being tried in absentia over politically motivated trumped up charges including terrorism, ethnic divisionism and defaming President Kagame. This is a popular mode of operation for Kagame. He is quite well known for his power play of killing and jailing political opponents, forcing people into exile and hunting them there. He has done this time and again since he took power.
Exiled Political leader, John V Karuranga, President of the Rwanda Peoples Party stated in his response to the report, "We have chilling reports of how Rwandan refugees in many parts of the world are being deliberately subjected to horrendous daily attacks by RPF external operatives. There are substantiated evidences of assassinations, kidnappings, mysterious disappearance and harassments by the Rwandan government officials both inside and outside Rwanda." Again, this fits with Kagame's destructive regimes, gross human rights abuses in Rwanda and The Democratic Republic of the Congo.
So, which is the emperor who stands before us with no clothes? The answer is not as obvious as it seems. There has been too much preventable suffering in the Great Lakes Region. The international system does not seem to have interest in Africa in the area of conflict or Governments who rule in tyranny. The international community is more concerned with their investments in raw materials and for geo-strategic reasons.
Time and again, "reputable" international organizations have put everything in place for the eruption of bloodshed and then turned around to claim legitimacy and capacity to deescalate the resulting cycle of violence, often downplaying their own role in further worsening the situation. It is time to recognize that no genuine progress in the quest for sustainable peace and justice in the Great Lakes Region of Africa will be achieved as long as international justice remains a one-way street.
President Kagame continues to deny the media, civil society and political parties the freedom to function independently. His belligerent posture to neighboring countries is a source of regional and international destabilization. It is time for the International allies (US and UK) to make a choice. They can continue to support and fund Kagame while he uses the Darfur Peace Keeping mission as a bargaining tool to blackmail the US and UK into silence about his gross human rights abuses and absolute rule. Alternatively, Kagame's allies and the rest of the international community could support Rwandans in their search for freedom in a peaceful manner. The first path will inevitably lead to endless bloodshed and instability in Rwanda and the Great Lakes region. The latter is the only durable solution to freedom, security, and rule of law, democracy and prosperity.

DRC: Mapping human rights violations 1993-2003

In the wake of the discovery of three mass graves in the eastern part of the Democratic Republic of the Congo (DRC) in late 2005, the United Nations first announced its intention to send a human rights team to conduct a mapping exercise in DRC in a June 2006 report to the Security Council.
In May 2007, the UN Secretary-General approved the terms of reference of the mapping exercise following a series of consultations among relevant UN agencies and partners and with the Congolese government

The mapping exercise, led by the Office of the UN High Commissioner for Human Rights (OHCHR) had three objectives:
• Conduct a mapping exercise of the most serious violations of human rights and international humanitarian law committed within the territory of the DRC between March 1993 and June 2003.
• Assess the existing capacities within the national justice system to deal appropriately with such human rights violations that may be uncovered.
• Formulate a series of options aimed at assisting the Government of the DRC in identifying appropriate transitional justice mechanisms to deal with the legacy of these violations, in terms of truth, justice, reparation and reform, taking into account ongoing efforts by the DRC authorities, as well as the support of the international community.

The mapping exercise began in July 2008. Between October 2008 and May 2009, a total of 33 staff worked on the project in the DRC (including Congolese and international human rights experts). Of these, some 20 human rights officers were deployed across the country, operating out of five field offices, to gather documents and information from witnesses to meet the three objectives defined in the terms of reference. The report was submitted to the High Commissioner for Human Rights in June 2009 for review, comments and finalisation.

The mapping team's 550-page report contains descriptions of 617 alleged violent incidents occurring in the DRC between March 1993 and June 2003. Each of these incidents points to the possible commission of gross violations of human rights and/or international humanitarian law. Each of the incidents listed is backed up by at least two independent sources identified in the report. As serious as they may be, uncorroborated incidents claimed by one single source are not included. Over 1,500 documents relating to human rights violations committed during this period were gathered and analysed with a view to establishing an initial chronology by region of the main violent incidents reported. Only incidents meeting a 'gravity threshold' set out in the methodology were considered. Field mapping teams met with over 1,280 witnesses to corroborate or invalidate the violations listed in the chronology. Information was also collected on previously undocumented crimes.

The AFDL/APR troops indiscriminately killed men, women and children. Most of the victims were Hutu Banyarwanda, but many Nande were also massacred at Buhimba. According to several survivors, the AFDL/APR soldiers killed several children by dashing their heads against walls or tree trunks. In all, 334 victims were recorded. 341
The vast majority of incidents listed in this report could, if investigated and proven in a judicial process, point to the commission of prohibited acts such as murder, wilfully causing great suffering, or serious injury to body or health, rape, intentional attacks on the civilian population, pillage, and unlawful and arbitrary destruction of civilian goods, including some which were essential to the survival of the civilian population.
The vast majority of these acts were committed against protected persons, as defined in the Geneva Conventions, primarily people who did not take part in the hostilities, particularly civilian populations and those put out of combat.
This report shows that the vast majority of incidents listed, if investigated and proven in a judicial process, fall within the scope of widespread or systematic attacks, depicting multiple acts of large-scale violence, apparently carried out in an organised fashion and resulting in numerous victims. Most of these attacks were directed against non-combatant civilian populations consisting primarily of women and children. As a consequence, the vast majority of acts of violence perpetrated during these years, which formed part of various waves of reprisals and campaigns of persecution and pursuit of refugees, became collectively, a series of widespread and systematic attacks against civilian populations and could be found by a competent court to constitute crimes against humanity.

This year 2010 has gone down not generally well on the global political arena. The United States especially has had a very turbulent wind up of its politics as a result of the wikiLeaks revelations.Of course Rwanda and US relations were not an exception among other governments whose relations with Washington was shaken by the leaking of secret diplomatic cables. The American embassy in Kigali moved fast to calm the worries, praising Rwanda in the area of fighting HIV/AIDS and increasing agricultural production but actually it was a very diversionary diplomatic gesture.
As a result of the cables, Mr Paul Kagame has now become extremely paranoid. He is aware that details of Rwanda’s arms acquisitions, sales and transfer of strategic materials such as uranium is being monitored.
This explains why the Kigali establishment rushed to place the blame of improper acquisition of arms to militias in eastern DR Congo, claiming the rebel groups are stuck with stocks of uranium as a diversion and they expected everyone to take this concoction.
And the only thing some elite Rwandans can do is to encourage fellow Rwandans who have lived in exile for years to paint the country a magnificent image, which they have never been given a chance to see for themselves.
It is painful that those young Rwandans encouraged to be the country’s ambassador have never been to the country and these are the people being lured into campaigning for the country in the outside world. How can they start defending a country that is sending spies to foreign countries to bribe and silence critics?
How can they fit into the shoes of the diplomats when actually the Ambasadors themselves have failed to cover for the country’s roaming network of secret agents and wielders of the black budget?  
The RPF has established a political system that maintains a false appearance of multi-party democracy.
The country has reached a break even point due to a deepening political crisis fuelled by divisions within the military. First, it was a case involving the humiliation of Generals Frank Rusagara, Sam Kanyemera Kaka and Kayumba Nyamwasa.
Then the hammer took on Col. Patrick Karegeya, Maj Gen Karenzi Karake, Lt Gen. Charles Muhire, Brig Gen. Steven Karyango and Lt Col Marc Sebaganji, Col Deogene Mudenge, Maj. Ben Karenzi and Gen. Nyamwasa’s brother, Col. Rugigana Ngabo.
The power rift within the army is very serious to the extent that each of the officers in the high command has become another’s spy. It is not only a fight for loyalty towards Kagame by a section of RDF officers but a struggle for survival.
This has dramatically played against the RPF’s overall popularity. The army, the politicians and the common man in Rwanda has no respect for the President now. He is simply holding the country hostage, playing at his best the ticket of fear.
Mr Kagame has realized that gambling on the tactic of fear and divisionism would be very short-lived, he has decided to lobby military backing from Ethiopia and Libya after being thrown out by South Africa.
The Rwandan leader has also asked Defense Minister, Gen. James Kabarebe to put top military officers of the Rwanda Defence Forces (RDF), military attachés and the Reserve Force on red alert citing increasing threats against his leadership.
Gen. Kabarebe has been tasked to emphasise Mr Kagame’s call for vigilance at this time when rifts within the RDF and the dramatic rise of the opposition within and outside the country threatens his leadership. 
It is time to feel the weight and destruction of the hammer that he once promised. 
With Mr Kagame’s lack of trust and respect for institutions coupled with his deaf ear on democratic values and human rights, all clues now point to the fact that he is preparing to go down in a military struggle without caring how much Rwandans will shed more blood.
This careless wastage of human life is the last thing Rwandans would want to experience again. He is taking every desperate measure to have a grip on the country but it has become very slippery.

Six militaires et officiels rwandais ont été mis en examen par deux juges français pour leur responsabilité supposée dans l'attentat qui fut le point de départ du génocide de 1994, a-t-on appris jeudi de source judiciaire.
Ces personnes sont poursuivies pour «complicité d'assassinat en relation avec une entreprise terroriste», dans le dossier visant l'attentat contre un avion à Kigali, en avril 1994. Le président rwandais Juvénal Habyarimana y avait trouvé la mort.
Cet événement toujours mystérieux a précédé l'un des plus grands génocides du XXe siècle, le massacre de 800.000 personnes, pour la plupart des Tutsi, par des extrémistes Hutus.
Des mandats d'arrêt devraient être levés
La procédure menée par les juges d'instruction Marc Trévidic et Nathalie Poux s'est déroulée ces derniers jours au Burundi, après un accord entre les autorités judiciaires françaises et le régime rwandais du président Paul Kagame.
En contrepartie, les mandats d'arrêt délivrés en 2006 par la France et qui avaient provoqué la rupture des relations diplomatiques entre Paris et Kigali devraient être levés, précise-t-on.
