South Africa warns foreign governments against attacks on dissidents in exile

JOHANNESBURG - South Africa's government warned other countries on
Wednesday that it will not tolerate attacks on dissidents who are in
exile in the country, confirming it had expelled three Rwandan
diplomats and a Burundian envoy for "illegal activities."
Justice Minister Jeff Radebe said that the government wants to send "a
stern warning to anybody anywhere in the world that our country will
not be used as a springboard to do illegal activities," according to
the South African Press Association.
The South African government had evidence that the expelled Rwandans
and Burundi diplomat were involved in crimes on South African soil,
Radebe said during a press conference in Cape Town.
"The South African government has taken a decision to declare persona
non grata persons from Rwanda and Burundi," who he said violated
articles in the Geneva Convention and the Diplomatic Privileges Act.
"That is the main reason why that action was taken arising from
illegal activities that have taken place."
The three Rwandan diplomats were allegedly linked to a recent
"attempted hit" on exiled Rwandan army chief of staff Lt.Gen. Faustin
Kayumba Nyamwasa at his home in Johannesburg, and to the murder of a
fellow dissident, the South African Press Association reported.
Rwanda had also expelled six South African diplomats. Rwandan foreign
minister and her government's official spokeswoman Louis Mushikiwabo
said on Twitter last week her government had expelled the South
African envoys "in reciprocity and concern at South Africa harbouring
of dissidents responsible for terrorist attacks in Rwanda."
Nyamwasa and his family were not at home March 3 when armed gunmen
attacked the house. It was the third alleged attempt on his life since
fleeing to South Africa in 2010.
Once a member of Rwandan President Paul Kagame's inner circle, but now
a fierce opponent and critic of the Kigali government, Nyamwasa has
accused Kagame of being behind the attacks on him and other Rwandan
dissidents.
A fellow dissident and close friend, former Rwandan spymaster Col.
Patrick Karegeya, was found strangled to death in a plush Johannesburg
hotel on Dec. 31, 2013.
Radebe said Wednesday that "there are good diplomatic relations
between South Africa and Rwanda and those still remain intact".
Embassies and missions in the two countries remained open.
South African President Jacob Zuma was quoted in the local New Age
newspaper on Wednesday as saying that the expulsion of the Rwandan
diplomats will not affect diplomacy.
"When diplomats are expelled it does not reflect foreign policy," Zuma said.
