In my opinion and with regard to Kagame, there is no clear cut between "being a tyrant" and "being a fascist". Kagame incarns these two figures in the worst possible scenario.


You stated that: "A tyrant doesn't care about people's welfare, only his own and for small cast arround him".


Exactly! Because Kagame doesn't care at all about the Rwandan people's well being (healthcare, education, nutrition, social welfaire, sanitation, security, buying power, cultural heritage, etc), he is indeed the worst tyrant, the world has ever had.


You added this: "Could Kagame be shooting himself starving the upper class behind him? No!"


It is important to emphasize that Kagame is indeed shooting himself, not only because he is strangling the upper class but also the tiny middle class which is mostly constituted by ordinary government employees such as teachers. 


Keep in mind that, in Rwanda, the government constitutes the lagest employer. All of those government employees are from now on barred from earning extra income by renting their houses to diplommats or NGOs.


No need to mention that realiers ( even they constitute that tiny middle class) they are not concerned by such a strange ministerial decree.

And they have high salary and fat advantages to secure their loans. 


3/ it appears like the government tries to reduce the cast.s mafiosy gamming. That is right. As the dark owner of Rwanda with free fast access to naturel ressources in Congo, the rpf owners need the most to secure their power limiting the empowerment of the cast arround them. From insight of the cast the fall of the fascism should come.


4/ so should Kagame be shooting himself starving the uper class behind him? 

No! His big problem remains the upraising light on the rwandan and regional tragedies. Could he leave darkness and join the truth ride, the brain light.

Kagame Just Shot Himself By Starving The People He Needs To Govern – Rwanda's Tiny Middle Class

As indicated in the attached letter from Rwanda's Prime Minister, Anastase Murekezi, President Paul Kagame has ordered every public servant in Rwanda to stop renting out their properties.

This is a total disaster for Rwanda's tiny middle class, including even Kagame's ministers, senators, judges, parliamentarians, senior public servants, heads of agencies, security service officers, doctors and teachers. Because of low salaries in Rwanda and the high cost of living, especially in Kigali, most people depend on rental incomes on their properties.

It is these rental incomes that most families depend on to pay for their children's school fees. And because of the poor quality of education in Rwanda's public schools, parents who can afford it use rental earnings to put their children in private schools. These private schools include First Lady Jeannette Nyiramongi Kagame's Green Hills Academy in Kigali.

Kagame's Order has another serious implication – it will destroy Rwandan banks. Almost all rental properties owned by members of Rwanda's tiny middle class were acquired with bank loans. If incomes from these properties dry up, their owners will not be able to maintain mortgage payments. The massive default on loans will negatively impact Rwanda's tiny financial markets.

It appears that Kagame is turning on everyone. His senators. His parliamentarians. His ministers. His military officers. His senior managers. His doctors. His teachers. And evidently, Rwanda's banks.

A question must be posed here: why is Kagame doing this?

I can think of three reasons. The first is this. We know that in his drive to modernize Kigali, his ruling party conglomerate, Crystal Ventures Ltd, built properties. Kagame also persuaded private companies to invest in Kigali's real estate. But most of these properties are overpriced – which has resulted in low occupancy.

By driving renters from more affordable properties, Kagame hopes to fill up the largely empty office towers in Kigali.

The second reason I can think of revolves around Kagame's own lifestyle. Because he lives an imperial life of $60 million Gulfstream jets, $20,000 a night presidential hotel suites, and educates his children in American elite schools, he may perhaps imagine that other Rwandans live like him.

The third reason is Kagame might be mean-spirited – determined to restrict the size of the middle class to himself.

Will this declaration of war on Rwanda's tiny middle class solve Kagame's heap of contradictions that he calls "policy"? But at what cost? One thing is for sure. The emperor is naked. And the naked emperor is against the very people he needs to live comfortably and govern.

Kagame just shot himself, methinks.

Twenty-two years ago, on April 22, 1995, Rwandan President Paul Kagame's Rwandan Patriotic Army massacred between 4,000 and 8,000 Hutu men, women, and children at the Kibeho Camp for internal refugees in southern Rwanda. UN human rights monitors, photojournalists, and UN peacekeepers all witnessed the massacre but neither Kagame nor any of his officers have ever been indicted for the crime in international courts.

In "Kibeho: A Story of Flesh and Blood," an article published in Foreign Policy Journal, Canadian investigative journalist Judi Rever cites evidence that the Kibeho Massacre was only one instance of the systematic massacre of hundreds of thousands of Rwandan Hutus after the RPA invaded Rwanda in 1990, before, during and after the massacres of Rwandan Tutsis in 1994.

Rever's book, In Praise of Blood, has been accepted for publication by Random House. It will document crimes committed by the Rwandan Patriotic Front in Rwanda and the Democratic Republic of the Congo. The title refers to Western leaders' consistent praise for Kagame and his regime despite their record of massive crimes for more than two and a half decades.

I spoke to Rene Mugenzi, a Rwandan refugee, British citizen, and human rights activist, who continues to seek acknowledgment and indictment for the crimes against humanity, and arguably genocide, committed at Kibeho in 1995.

Ann Garrison: Rene, you organized an event attended by Amnesty International and UN peacekeepers who witnessed the massacre, at which you showed photographs that had not been shown in public before. After that, the Metropolitan Police warned you that Kagame had sent assassins to kill you in London. You obviously survived, at least for now, but have you come any closer to seeing indictments or prosecutions for the Kibeho Massacre? 

Rene Mugenzi: Unfortunately, no, but we have managed to raise awareness about the massacre with various international institutions and organizations as well as members of the UN Security Council (UNSC). We will continue our work until a decision to prosecute suspects is announced. 

AG: The evidence could hardly be more persuasive. It includes the eyewitness testimony of UN human rights monitors, UN peacekeepers, and photojournalists and photo documentation. Why has the international legal system, including the International Criminal Tribunal on Rwanda and the International Criminal Court, still failed to prosecute Kagame and his officers? 

RM: The UN and other international legal systems are suffering from extreme fatigue about Rwanda-related justice issues after spending billions of dollars on ICTR court proceedings for more than a decade and half. There is little interest in any legal cases related to what happened in Rwanda in the 1990s. The Kagame regime and its powerful Western allies - including Bill Clinton, Tony Blair, and Howard Buffett - have also been determined to prevent the revision of Rwanda's official "genocide against the Tutsi" narrative or the prosecution of Rwandan officers, including Kagame himself. 

AG: What happened at Kibeho undermines the ideology of "humanitarian intervention" based on the claim that the world failed to stop the genocide against the Tutsi in Rwanda. Could you talk about that?

RM: Indeed, at Kibeho UN peacekeepers were ordered not to fire their weapons to defend the refugees. I'm sure that UN officials would rather not acknowledge that or identify the person or persons responsible for the order. By refusing to send the case to the ICC for prosecution, the UN Security Council has shown that it is not really learning from its mistakes as is claimed by advocates of "humanitarian intervention" like Canadian General Romeo Dallaire and former UN Ambassador Samantha Power. The UNSC should review their decision-making processes and make a real commitment to the preservation of human lives and freedoms.

AG: In 2015, Kanye West modeled his Yeezy Season 3 fashion tableau on a photograph of the Kibeho camp, which looks like an inferno. The IDPs had rushed back inside and refused to leave after Rwandan troops opened fire on their fellows on their way out. Kanye told his models to "channel a Rwandan refugee camp" to promote his fashion line. Did this spread any awareness of what happened at Kibeho?

RM: That fashion show was an appalling commodification of the mass killing and suffering of Rwandan people.

AG: Was there ever any indication that Kanye West knew or cared about what really happened at Kibeho?

RM: No. If he had, he would have talked about it during his promotion event. It is inhumane to use a scene of suffering people for financial benefit and ignore the story of their suffering. 

AG: Did he ever respond to your request for an apology?

RM: We wrote to him but never received a reply. 

AG: After the fashion show, American scholar Laura Seay tweeted at Kanye West: "This is beyond tasteless. Kibeho is a massacre site, not a runway. A Kibeho-themed fashion show is as offensive as an Auschwitz-themed fashion show would be. Historical horrors must not be commodified."

Others on Twitter called it "crass, inappropriate, offensive and unacceptable" and asked what Kanye West knows about Kibeho or Rwanda. Would you like to add to that?

RM: That was my feeling too. He could have learned and spread awareness about the Kibeho Massacre, but he didn't know or care about the story behind the image. Neither did the fashion writers or anyone else in the fashion world. Instead they turned it into something "cool." Kanye West should apologize, learn the truth about Kibeho, and call on the international justice system to indict those responsible for genocide and crimes against humanity.
