Tout sage a deja remarque que ni la France, ni le Rwanda, ni la Turquie, ni l'Allemagne, ni l'USSR, ni les destructeurs des Indiens americains,  bref jamais aucun pays ne prosperera parfaitement en tuant Gitera tout en ne touchant pas a la cause comme l'a moque notre monarque Mutara III Rudahigwa.

Car si ça se trouve, Macron ne sait rien de la dramatique histoire de notre pats et si.en fiche royalement!

Et elle est dommageable cette manie de chaque fois tout ramener sur le Rwanda!

On aura tout vu dans cette puissance en déclin qu'est la France: un gigolo de  39 ans, qui s'est résolu ( qu'on a poussé) dès son adolescence, à accomplir "le miracle de Moïse" à savoir:" faire jaillir l'eau d'un rocher", en épousant une ménopausée de l'âge de sa mère, mais qui possède des relais pouvant  le propulser à la tête de la pauvre France. Jean-Luc Mélenchon n'a pas donné de consigne de vote dimanche soir, à l'issue du premier tour de l'élection présidentielle, en disant vouloir laisser les militants décider, tout en refusant d'admettre sa défaite dans l'immédiat.
Il a appelé les militants de La France insoumise à la prudence face aux premiers résultats donnant sa candidature éliminée pour le deuxième tour. Mais M. Mélenchon a précisé que si ce résultat était confirmé, les 450.000 personnes qui l'ont investi comme candidat à la présidentielle seraient "appelées à se prononcer" pour décider du vote au deuxième tour.

As the French go to the ballot to elect a new president, thousands of kilometers away in Rwanda, attention is focused on what a change of tenants at the Elysee Palace could mean for the frosty relations between the two countries.

The first round of the French presidential election takes place on April 23, followed by a likely second round on May 7.

Going by opinion polls, the likely winner will be either the young Emmanuel Macron or Francois Fillon.

The winner would beat Marine Le Pen in a run-off, as it increasingly looks impossible for any of the candidates to garner 50 per cent of the popular vote in the first round.

The expectation in Rwanda is that the winner will apologise for France's alleged role in the genocide against the Tutsi. But analysts doubt this will happen.

"Asking for forgiveness is a big thing for a country. I doubt that any candidate, if elected, would do that, as the political benefits they would get out of it are not clear," said Dr Benjamin Chemouni, a professor at the London School of Economics and Political Science.

Macron

The don, however, believes that while Mr Macron may not ask for forgiveness, he may recognise the negative role of France, citing the candidate's position on France's past in Africa.

The candidate termed France's colonisation of Algeria as a "crime against humanity," in an interview with an Algerian local TV station when he was there for campaigns in February this year.

He also said, "It's truly barbarous and its part of a past that we need to confront by apologising to those against whom we committed these act." However, many political observers pointed out that Mr Macron's programme and vision are quite unclear, and it is sometimes hard to distinguish what comes from his conviction or from short-term political moves.

"Macron has been critical of French colonialism in places like Algeria where he is wooing the large electorate of North African descent but it would be a stretch for him to tackle the issue of France's role in the Rwandan genocide, which is much less known in France;" said Dr Phil Clark, a professor at the School of Oriental and African Studies, University of London.

Dr Aggee Shyaka Mugabe, a Rwandan political analyst and professor at the University of Rwanda, echoes this, emphasising that though Mr Macron has distanced himself from the bigger political spectrums by starting his own movement -- En Marche!" -- his political roots still bind him.

"Macron is a socialist, the same political family that was in power when the genocide was planned and perpetrated in Rwanda, and I do not see him denouncing his predecessors, some of whom are still alive, and active on the French public scene," he said.

Fillon

Mr Fillon on the other hand is seen as unlikely to swallow France's pride and apologise for its alleged role in arming and training the Interahamwe militias and diplomatically and militarily supporting former president Juvenal Habyarimana's genocidal regime.

"Fillon has made it clear that any attempt to address France's historical wrongs in Africa is tantamount to treason," Dr Clark remark.

When he was prime minister under Nicolas Sarkozy, Mr Fillon always refused to express any guilt regarding French colonisation.

According to analysts, French recognition of its alleged dirty past in Africa and in Rwanda in particular, will need a new generation of politicians and top military officials.

They link this to what happened with the Holocaust. France refused, until 1995, to recognise its role in the deportation of Jews during World War II, 50 years earlier.

"It is not a coincidence that it was Jacques Chirac, the first French President since the war who was only a child during the Second World War, who did it, as he could have a more dispassionate approach to the issue," Dr Chemouni notes.

Kampala. A row has erupted between political leadership of the Ministry of Health and technocrats over the purchase of sex lubricants worth about Shs3b for homosexuals.
The lid on the new purchase was opened during the ministry's quarterly review meeting on Friday that turned rowdy after Dr Patrick Tusiime, the head of National Disease Control Programme, presented an expenditure on procurement of 964,000 sex lubricants using funds provided by the Global Funds.
The Global Fund is an international financing organisation that aims to attract and disburse additional resources to prevent and treat HIV and Aids, tuberculosis and malaria. The organisation has its secretariat in Geneva, Switzerland. It is the world's largest financier of anti-Aids, TB and malaria programmes. As of July 2016, the organisation had disbursed $30 billion to needy countries, including Uganda.

According to a source who attended the meeting, Ms Sarah Opendi, the State minister of Health in charge of General Duties, quickly questioned the purchase of the lubricants for the sexual minorities, indicating that homosexuality remains illegal under the Penal Code Act.
In an interview with Sunday Monitor, Ms Opendi confirmed the purchase of the lubricants and made it clear that the political leadership at the ministry did not approve the purchase of the lubricants. 
"We are very surprised by the progromme manager of the Aids Control Programme. We are reviewing our previous quarter work plan and during his presentation, he talked about procurement of 964,000 lubricants," Ms Opendi said.

"We have never approved any such lubricants or any such commodities to be brought into this country. Homosexuality remains an illegally activity, according to our laws and, therefore, as Ministry of Health, we cannot be seen doing the opposite….the Global Fund money is supposed to help in the fight against malaria and other diseases not buying lubricants for homosexuals," Ms Opendi said.
According to a source, each tube was bought at $0.8 (about Shs2,800), which translates to about Shs3 billion for the 964,000 tubes purchased. It's not yet clear which type of tubes ministry officials imported into the country and from where. It's also not clear how the disputed tubes were brought into the country without the knowledge of the political leadership.
The lubricants are used during sexual intercourse or such activities to reduce friction. 

The source also indicated that Ms Specioza Kazibwe, who is an advisor to the Health ministry, also opposed the purchase of the lubricants. However, the former vice president declined to comment on the matter, saying she just advises the ministry.  
When contacted about the purchased lubricates, , Dr Joshua Musinguzi, who heads the Aids Control Programme at the ministry of Health, promised to get back to Sunday Monitor, but by press time, he had not done so.
However, Prof Anthony Mbonye, the acting director general Health Services, disagreed with the minister, saying a lot of gay people go to health facilities in search of treatment for wounds caused by "friction". 

Mr Kikonyongo Kivumbi, who represents key affected populations on the Country Coordinating Mechanism, the agency that oversees the implementation of Global Fund, told this newspaper that the minister is misinformed on the use of the lubricants.  
"The lubricants are part of the Global Fund grant and it's not only the homosexuals who need the lubricant but also discordant couples and other normal people," Mr Kivumbi said. 
The minister of Ethics and Integrity, Fr Simon Lokodo, was surprised when contacted about the matter.
"What! This is unacceptable and incredible. We strongly denounce homosexuality as it is unacceptable and against our cultural values and conscience," he said.
