Kagame-Blair US$250 Million Phantom Project Is Dead & Buried

It was a dream project cementing Kagame-Blair partnership and personal friendship. The deal was signed in Kigali in November 2009 – with former British Prime Minister Tony Blair personally witnessing the event. And it was, at the the time, the biggest investment in Rwanda ever – US$250 million – to enable Rwanda to produce 20 million litres of biofuel annually from jatropha plants. And two companies – the UK-based Eco Positive Ltd and Eco-fuel Global LLC from the United States – would make this happen. Blair had brought his friend Kagame a game-changing investment.

Kagame and Blair were very happy. Why not? This project aimed to achieve no less than six objectives:

  1. Increased fuel security and reduced oil imports;
  2. Food security through production of fertilizer as a by-product of the biofuel and increased agricultural yields through intercropping;
  3. Direct employment of 6,500 jobs;
  4. Promote a more environmentally-friendly transport;
  5. Use marginal and unproductive 10,000 hectares not suitable for agriculture to grow jatropha;
  6. Turn Rwanda into the regional powerhouse for biofuels.

This is how the project was announced on November 23, 2009:

"Eco-Fuel Global this week entered a groundbreaking agreement with the Government of Rwanda estimated to be worth in excess of $250m; to produce bio-fuels from Jatropha Curcas…The signing ceremony held at the Rwanda Development Board (RDB) head office was witnessed by the former British Prime Minister Rt. Hon. Tony Blair, whose office supports this project."

Nicknamed Kagame's cheerleader-in-chief, Blair became the champion of the US$250 million deal. Kagame readily threw his fellow Rwandans under the bus – he provided 10,000 hectares in a country where the population density (people per sq. km of land area) is 471. That is how Eco Positive (Rwanda) Ltd was born.

So what became of this mega US$250 million investment? Where is Eco Positive Rwanda now, and where is its biofuels? How much has the biofuel reduced oil imports in Rwanda? And where are the 6,500 jobs?

Fast-forward to June 23, 2014 – this is the date when the directors of Eco Positive Rwanda filed for bankruptcy in the U.K. as shown in "Striking off application by a company" attached here.

The company was dissolved later in the year on October 28, 2014 as indicated by the company registrar in the U.K.

We can't know for sure what happened between 2009 and 2014 when Eco Positive Rwanda collapsed. Rwanda parliament is dead and therefore cannot hold Kagame accountable. In this unpredictable environment, many investors go to Rwanda believing that it is a good place to invest. They get a nasty shock – some mysteriously lose their businesses. Somewhere along the way, the whole thing fell apart. The Eco Positive left, and Rwanda went on its own. The then Scientific and Technological Research Institute (later changed to National Industrial Research and Development Agency), continued with the biofuel idea. Its own pilot plant for biofuel mass production soon led to a diesel station project and a bus run on clean energy – all of which came to a dead end.

The East African has recently brought us to date, even though its account avoids talking about the US$250 million Blair-Kagame phantom investment. The newspaper restricts itself to the National Industrial Research and Development Agency's biofuel pilot plant as follows:

"Taxpayers are losing unknown amounts of money in non-operational industrial equipment of the biodiesel production project whose fate still hangs in the balance four years later. More than $35 million was initially invested in setting up the pilot plant for biofuel mass production plant, a diesel station and a bus, but these facilities have not been put to use in a long time…While projections showed the country had potential to grow a significant amount of bio-crops like Jatropha to sustain production,…it was later discovered that the climate is not suitable for the crops needed."

Can you believe this? How is possible that, after all these years, the Rwandan regime discovered that the country's climate is not suitable for jatropha? Can Kagame explain this loss of taxpayers' money running into millions of dollars? Did Blair who championed the US$250 million phantom investment acknowledge his role? Honestly, when will the Rwandan nightmare under the rule of strongman Kagame end?

Don't put your words into my mouth. 

The fact that the RPF was indeed a terrorist organization was part of a US court argument in the case involving Kajeguhakwa vs US immigration in Florida. 

Kajeguhakwa was being denied assylum in the US on the grounds that he was part of a terrorist network because of his association with the RPF. 

At that time, Kajeguhakwa's defense argument was that as soon as he realized that the RPF was indeed a terrorist organization, he left it and fled the country!

In 2003, another US court in Washington, confirmed the terrorist nature of  the RPF in a case relating to Bwindi massacres in DRC.

When Resolution 2015 (2010) was adopted, Rwanda was not member of the UN Security Council. This resolution renamed MONUC into MONUSCO and gave the new Mission a mandate to "support […] strategies towards a sustainable solution of the FDLR issue, including repatriation, reinsertion or resettlement in other areas, or judicial prosecution as appropriate, with the help of all countries, especially those in the region".
 
When, in December 2012, the FDLR were included on the UN sanctions list, for "serious violations of international law involving the targeting of women and children in armed conflict, including killing and maiming, sexual violence, and forced displacement", Rwanda was not in the UN Security Council. 
 
And the mere notion that Rwandan diplomats in New York are magicians who can « gufindafinda » to impose their will to world powers like the US, the UK, France, China and Russia is simply an indication that you have no clue on how multilateral diplomacy works and how Security Council resolutions are negotiated.
 

As for this same old song of FDLR combatants who were born after the genocide, this is an argument that was debunked long time ago. First, those young combatants are not decision-makers within the FDLR, as the leaders are generally ex-FAR officers, many of whom committed genocide against the Tutsi in Rwanda. Second, even those young combatants are not spared from genocide ideology from their elders. As for the FDLR, you ask me « kuyifasha hasi » and my answer is a big « NO ». It's true that FDU-Inkingi members like yourself, Jean-Nepomuscène Manirarora, support politically the FDLR, and that others, like Michel Niyibizi or his wife Naom Mukakinani, were even in regular contact with that genocidaire movement, as attested by the UN Group of Experts, in its report of 23 November 2009. But let's recall that FDLR is an entity under UN sanctions (arms embargo, travel ban, assets freeze), as you can see on this link: https://scsanctions.un.org/fop/fop?xml=htdocs/resources/xml/en/consolidated.xml&xslt=htdocs/resources/xsl/en/drc.xsl. The FDLR is listed as an entity (page 7), but also ten (10) of its leaders are personally listed. Those are:

4.    Léodomir Mugaragu (page 3);
5.    Léopold Majyambere (page 4);
6.    Ignace Murwanashyaka (page 4);

8.    Félicien Nsanzubukire (page 4);
9.    Pacifique Ntawunguka (page 5); and
10.   Stanislas Nzeyimana (page 6).
 
The FDLR was listed mainly because of the mass atrocities it commits in eastern DRC. However, the UN has also recognized the role of its leaders in the genocide perpetrated against the Tutsi in Rwanda in 1994.  Here is how Resolution 2150 of the UN Security Council describes that movement (http://www.un.org/en/ga/search/view_doc.asp?symbol=S/RES/2150(2014)&referer=http://www.un.org/en/sc/documents/resolutions/2014.shtml&Lang=E):
 
« Recalling that leaders and members of the Democratic Forces for the Liberation of Rwanda (FDLR), were among the perpetrators of the 1994 genocide against the Tutsi in Rwanda, during which Hutu and others who opposed the genocide were also killed, further recalling that the FDLR is a group under United Nations sanctions, operating in the Democratic Republic of the Congo (DRC), and which has continued to promote and commit ethnically based and other killings in Rwanda and in the DRC, and stressing the importance of neutralizing this group, in line with the Security Council resolution 2098 (2013) ».

Indeed, a US court, in Kajeguhakwa's case, denied Kajeguhakwa assylum on ground that Kajeguhakwa sponsored RPA/F which is a terrorist group and RPA/F is accused of war crimes, crimes against humanity and genocide.

Oui, il faut toujours vous le rappeler: le FPR a assassiné votre frère (et vous ne cessiez de le mentionner dans vos différents échanges sur les réseaux sociaux! Les copies sont là!), mais vous avez troqué la mort de votre frère contre un poste de prestige et de Hutu de service!

Alors que nous sommes rendus en 2017, vous emprisonnez, vous, des "autochtones" pour leurs opinions lorsque vous ne les liquidez pas purement et simplement! Et encore je ne parle pas des prisons cachées (safe houses) dans des maisons privées à travers tout le pays.
 
Mr l'Ambassadeur, pourquoi feignez-vous ne pas savoir q'Iwawa est véritablement un Gulag, un camp d'avilissement de jeunes hutu? Cette politique a pour but d'assurer au FPR votre employeur, la pérennité d'un pouvoir sans partage.
 
Mon logiciel intellectuel quant à lui, c'est celui dans lequel votre père a évolué des années durant, sous la 1ère et la 2e Républiques. Vous devriez au moins lui reconnaître ses mérites puisqu'il a pu vous garantir votre éducation y compris au pays des colons comme vous aimez souvent l'appeler! Mais aujourd'hui vous lui préférez  celui vicié par un virus coriace du FPR puisqu'il est bâti sur le mensonge, la dissimulation et le crime.

Connaissant l'esprit retord et cynique du régime criminel de Kigali, je ne serai pas étonné de voir «1930» relocalisée vers un autre goulag du genre de l'Ile Iwawa où les jeunes démunis hutu et des enfants de la rue sont régulièrement déportés. Kigali-la-belle ne doit-elle pas être débarrassée de ces ibigarasha et autres useless pour plus de propreté de ses rues!?
