Dear All,

"Bureau Politique" ya RPF yo kuri uyu munsi ku wa 6/12/2015 i Rusororo, yabaye mu gihe ba "OUTSIDERS" like Amb Samantha Power wa US na HR Federica Mogherini wa EU bamaze iminsi bagize icyo bavuga kuri constitution Reform processus yacu mu Rwanda.

Aba bagore bombi -Mogherini na Samantha- bafite ikihe kibazo?

Look: Abaturage bagize icyifuzo cyabo (cy'uko, kubera ubudasa bwe, Prezida Kagame yakongera kuziyamamaza muri 2017, atazitiwe na term limits iri muri constitution). Bamaze kukigira, bakigeza ku badepite. Kimaze kugera ku badepite, Abadepite nabo baracyakira, bategura kandi bemeza umushinga wa constitution reform ubyubahiriza.

So,  aba bagore bombi bashingira ku buhe burenganzira, bwo gutinyuka bakavuga ngo President Kagame ntabwo akwiye kongera kwiyamamaza, ngo processus ya constitution reform irimo irakorwa mu nyungu z'umuntu umwe, ngo hari manoeuvring, ngo nta credibility?

None se, mu bihugu byabo iwabo, ibintu bigenda bite? Ntabwo se Abaturage bafite uburenganzira bwo kugira ikifuzo runaka ku miyoborere y' igihugu cyabo? Abadepite se, iyo bubahirije ibyifuzo by'abaturage babo, baba bakoze amakosa?

Iyo pression bariho badushyiraho, n'iya bwoko ki?

Njyewe uko mbazi, buriya barimo barishyira imbere, bagaragaza ko ari ba global players, ko bavuga rikijyana, ko aribo bigisha principes and values za democratie etc . Ntibakatubeshye! Baba barusha abandi kumenya principes and values za democratie, bakaba baranze icyifuzo cy'amahanga yose cyo kuvugurura UNSC (UN/Security Council), aho  bafite "droit de veto" bo bonyine mu nyungu za bamwe gusa!

Principes za democracy ziri universal hose, ntabwo ari umwihariko wabo gusa, abantu batandukanira gusa uburyo izo principes and values bazishyira mu bikorwa. Bamenye ngo Ibyifuzo  Abaturage bacu bagize biri légitimes. Kuba baragaragaje ko President Kagame afite ubudasa, ntabwo aribyo OUTSIDERS baheraho bavuga ko ngo processus ya constitution reform irimo irakorwa mu nyungu z'umuntu umwe cg ngo nta credibility ifite!

Bamenye kandi ko, muri 2017, Abanyarwanda biteguye kuzahitamo neza imwe muri izi 3 options:

1.  Kongera gutora H.E President Kagame (turizera ko atazabyanga), bityo tugakomeza umuvuduko mwiza turiho ndetse ukiyongera.

2. Gutora undi candidat tutaramenya neza ibye, bityo umuvuduko mwiza twari tugezeho ugashyirwaho akadomo (ugahagarara).

3. Gutora candidat tutazi aho avumbutse, ushobora kuza asenya ibyo twiyubakiye no gusubiza u Rwanda aho rwavuye muri 1994.

Option No1 yacu ba OUTSIDERS ntibayishaka. Baratwifuriza option ya 2 cg 3!!  Aba bantu umuntu agiye agendera kubyo bifuza, yazabyicuza!

Uyu munsi Chairman yavuze ngo "My answer cannot be before the referendum". Reka dutegereze kandi twitegura neza iyo Kamarampaka.

Suu Kyi endorsed as leader by former junta chief Than Shwe

Aung San Suu Kyi with General Min Aung Hlaing.

Myanmar's feared former junta leader Than Shwe has endorsed his one-time nemesis Aung San Suu Kyi as a "future leader" of the country, according to his grandson.

Than Shwe, a postal clerk turned general who ran the country with an iron fist for nearly two decades until 2010, met Ms Suu Kyi on Friday.

Her party is preparing for power after November's massive election win. The talks mark a dramatic turnaround in fortune for Ms Suu Kyi, who was kept under house arrest for years by the 82-year-old general for leading the democracy movement against his army.

"Everyone has to accept the truth that Daw Aung San Suu Kyi will be the future leader of Myanmar after winning the elections," General Than Shwe was quoted as saying on Facebook yesterday by grandson Nay Shwe Thway Aung. Daw is a term of respect. "I will support her earnestly ... if she really works for the development of the country."

Win Myint, a spokesman for Ms Suu Kyi's National League for Democracy party, confirmed the Friday meeting. It was the first time the pair had met since 2003.

Ms Suu Kyi, 70, is barred from the presidency by an army-scripted constitution, but has said she would govern from "above the president" when her party takes charge in the new year.

The NLD scooped up nearly 80 per cent of contested seats in last month's election, a massive mandate to govern after half a century of military rule.

But the army still holds a strong hand. It retains 25 per cent of all parliamentary seats as well as key bureaucratic posts. The NLD leader has been at pains to urge reconciliation with the army as she eyes a smooth transition to power.

Ms Suu Kyi met also with President Thein Sein and the army chief last week in the capital, Naypyidaw, with both men reiterating their commitment to help her new government.

The government has denied rumours that General Than Shwe is guiding the pace of reforms from behind the scenes.

But analysts say the meeting between former junta leader and Ms Suu Kyi is still a major indicator of a peaceful handover by a military that has marshalled reforms over the last four years.

Many NLD supporters remain cautious of a military that is renowned for its political chicanery and repressive reflexes.

The NLD won a similar share of the vote in 1990, only to see the army annul the result and tighten its grip on the country for another generation.

Rwanda: Has Kagame exceeded the limits of his US/EU support?

KPFA Weekend News, 12.05.2015.

US Ambassador to the UN Samantha Power calls on Rwanda's President Kagame to step down at the end of his term in 2017.

Transcript:
KPFA/Weekend News Anchor Sharon Sobotta: Both Rwandan and Congolese Americans and other members of the Rwandan and Congolese diaspora have for years asked the United States to stop On August 4, 2014, Samantha Power posted this picture of herself with President Kagame to her Twitter account, with a note that said they were discussing regional security and Rwanda's contributions to UN peacekeeping forces. This week she called on him to step down at the end of his current term.supporting the military dictatorship of Rwandan President Paul Kagame. Kagame's rule in Rwanda is famously ironfisted and his invasion, massacres and plunder in the Democratic Republic of the Congo have been well documented in more than 20 years of UN investigations. Earlier this week US Ambassador to the UN Samantha Power called on Kagame to step down at the end of his term in 2017. KPFA's Ann Garrison has more.

KPFA/Ann Garrison: In a UN press conference, US Ambassador to the UN Samantha Power called upon Rwandan President Paul Kagame to step down at the end of his term in 2017.

Samantha Power: We expect President Kagame to step down at the end of his term in 2017. President Kagame has an opportunity to set an example for a region in which leaders seem too tempted, again, to view themselves as indispensable to their own country's trajectories.

KPFA: In June, the US State Department told KPFA that it would not support another term for President Kagame. Ambassador Power's statement seemed even more significant because she is a longstanding supporter of Kagame. Power built her career on "Bystanders to Genocide," an article she wrote for the Atlantic Monthly in September 2001, in which she decried US failure to intervene to stop the massacres in Rwanda in 1994. She expanded on that article in her Pulitzer Prize winning book, The Problem from Hell; America in the Age of Genocide, in which she asked the question, "Why do American leaders who vow "never again" repeatedly fail to stop genocide?" As a member of the National Security Council, she is credited with convincing President Obama that the US was morally obliged to join the NATO war on Libya to "stop the next Rwanda."

Rwanda's President Kagame has long been shielded by his powerful friends, including Samantha Power, and Bill Clinton, Tony Blair, Howard Buffett, and Reverend Rick Warren, but Power's statement suggests  that Kagame's attempt to cling to power beyond 2017 exceeds the limits of support he can demand from the West. The European Union also objected to Kagame's attempt to cling to power by revising the Rwandan constitution.

In Berkeley, for PacificaKPFA and AfrobeatRadio, I'm Ann Garrison.
