OTTAWA (Reuters) - A Canadian cabinet minister took the unusual step on Tuesday of citing the Holocaust as a reason Parliament should approve a tough new security bill, a sign of the increasingly bitter debate over the proposed law.

Public Safety Minister Steven Blaney spoke a day after Justin Trudeau, leader of the opposition Liberals, also cited the Holocaust era in a condemnation of the Conservative government's immigration policies toward Muslims. 

The draft security legislation would clamp down on hate speech and give spies new powers to disrupt attacks. Critics say the bill is too sweeping.

Blaney, pressed by a parliamentary committee about the hate speech clause, said the Holocaust had begun with words. Opposition legislator Randall Garrison asked Blaney to withdraw the remarks.

"I would assert that there is no equivalence to anything we're talking about here today to the Holocaust and at best the reference seems to trivialize the Holocaust," said Garrison, a member of the New Democrats. 

Blaney refused.

"Violence begins with words. Hate begins with words. I can talk about the Rwanda genocide, which began on the radio," he said.

"I will tell you again - the Holocaust did not start in the gas chambers, it started with words, and that's the reason why it is important to respect Canadians' rights of freedom, but not to tolerate incitement to violence," he said.

The Conservatives, facing a tough battle to retain power in October's election, are taking a hard line on security and the threat of "jihadist terrorism" amid polls suggesting that stance is popular.

Asked later whether he felt there was a risk of a Holocaust in Canada if the bill failed, Blaney replied "Absolutely not".

The main electoral threat to the Conservatives comes from the Liberals. Trudeau accused the government on Monday of playing the politics of fear and demonizing Muslims.

"We should all shudder to hear the same rhetoric that led to a 'none is too many' immigration policy toward Jews in the 1930s and 1940s, being used to raise fears against Muslims today," he said.

Trudeau said the Conservative approach to security and Muslims resembled Canadian treatment of the ship St Louis in 1939. The St Louis was filled Jewish refugees fleeing Nazi Germany. The refugees were denied entry to Canada and the ship was forced to return to Europe. 

Asked about Trudeau's remarks, Blaney replied: "This bill is aimed at protecting all Canadians and all communities".

Open letter from European Union Heads of Mission in Rwanda on the occasion of Human Rights Day 

The theme of this year's Human Rights Day is "Human Rights 365", reminding us that every day is Human Rights Day and that each person, everywhere, is at every moment entitled to the full range of human rights. Respect for human rights is one of the European Union's core values, embedded in the founding treaty, and we continue to ensure that these principles are upheld in all our actions.

We work with the people and the Government of Rwanda to promote human rights, democracy and good governance. We support the ambition of the Government's Economic Development and Poverty Reduction Strategy with its goal of accelerating progress to middle income status to provide better quality of life for all Rwandans. We especially welcome the emphasis placed on respect for rule of law, gender, family and children's rights as crosscutting issues in the strategy.

As we continue to support Rwanda's ambitious development and growth targets, we encourage the development of a vibrant and vocal civil society. In its conclusions of 22 July 2014, the EU Foreign Affairs Council welcomed the progress made by Rwanda on structural reforms, but noted with concern the constraints faced by political parties and civil society. The EU encouraged Rwanda to further open up the political space and to allow greater freedom of expression in order to facilitate fuller democratic participation.

The Government demonstrated openness to discuss difficult topics by inviting the UN Special Rapporteur on the Rights to Freedom of Peaceful Assembly Maina Kiai to Rwanda. While commending Rwanda for its progress over the last 20 years, the Special Rapporteur stressed the importance of building upon that foundation by developing a true multiparty democracy and allowing space for peaceful dissent. The Special Rapporteur made recommendations addressed to the Government, civil society and the international community. We are committed to implementing the recommendations addressed to us and encourage Rwanda to do the same.

We urge the Government to continue working towards the universal implementation of human rights. The legitimate fight against terrorism and other security considerations should not be used to restrict the right to express dissent or criticism. That includes journalists, civil society and those advocating for greater political freedoms.

"Human Rights 365" emphasises the universal rights and fundamental freedoms as expressed in the Universal Declaration of Human Rights. It was adopted by representatives of all regions and cultures, demonstrating that human rights apply to all human beings without discrimination. The EU is committed to advancing the cause of human rights globally, and we look forward to continue working with the Government and people of Rwanda to realise this commitment.

[amakurunamateka.com] Rwanda: President Kagame Expected in Paris for Major UN Conferences

 


PARISMarch 10, 2015 /PRNewswire-USNewswire/ -- President Paul Kagame is expected in Paris, France on Thursday where he will attend a closed door Broadband Commission meeting.

The Broadband Commission, UN Secretary-General Ban Ki-Moon's baby project to drive the Millennium Development Goal for Digital Development, is co-chaired by Kagame and Mexican tycoon Carlos Slim.

During the meet in Paris, organized by International Telecommunications Union (ITU) and UNESCO; policy makers, industry leaders and government representatives, will discuss affordable and universal access to broadband.

UNESCO says it's important to build inclusive knowledge societies putting mankind's concerns, interests and needs at the center of the debate.

Rwanda is heavily investing in infrastructure and policies that intend to transform the society into a knowledge based economy.

This, the government says, will require citizens to have access to accurate and real time information, all of which are provided by ICT tools such as broadband connectivity.

In November 2014Rwanda launched the fourth Generation Long-Term Evolution (4G-LTE), high speed internet that supports over five times data capacity of up to 100Mbps speeds.

Rwanda says with the launch of 4GLTE, it projects to increase ICT's contribution to GDP by 4% this year, up from 3% last year. ICT also facilitates other sectors including banking, tourism, and hospitality.

Patrick Nyirishema the Director General of Rwanda's Utilities Regulatory Authority (RURA) says, "Whatever benefits citizens were receiving due to ICT development in the country, will now increase in terms of speed and efficiency."

With 3,000 kilometres of fibre optic cable connecting more than 317 institutions in all 30 districts, the country intends to increase internet usage to 95% by 2017 from the current 25%, boosting Rwanda's GDP by 13%.

Rwanda's mobile penetration, provided by MTN, Tigo, Airtel, is estimated to be over 71.6%.

Supported by Broadband Systems Corporation, New Artel, Altech Stream and Rwandatel, the telecom companies are under pressure to roll out connectivity as the country experiences a growing demand in e-commerce and e-services, and mobile technologies.

President Kagame is pushing for a global deeper financial inclusion, innovation, ensuring food security, job creation for the youth as well as empowerment for women.

In October 2014, he told the ITU Plenipotentiary Meeting in Busan, S. Korea that this is because, "the world is heading into a future where ICTs fuel economic growth."
