Scotland Wants To Offer Asylum To Gay Ugandans

Humza Yousaf, Scotland's Minister For External Affairs, has announced
that Scotland is willing to offer asylum to Ugandans persecuted under
Uganda's latest harsh anti-gay laws, Scottish newspaper The Herald
reports.

Yousaf detailed Scotland's commitment to Ugandans in a letter to UK
Foreign Secretary William Hague. He urged the UK as a whole to offer
help for persecuted Ugandans.

Ugandan President Yoweri Museveni signed the Anti-Homosexuality Act
into law earlier this week. The law makes gay marriage and "aggravated
homosexuality" punishable with life in prison and criminalizes almost
any other act related to homosexuality. It is regarded as the harshest
anti-gay law in the world.

A number of gay Ugandans and gay-rights activists have been
extrajudicially killed in Uganda. A number of others are committing
(or attempting to commit)

suicide. Local newspapers regularly print lists of suspected gay
Ugandans, prompting attacks and violence. Rights activist David Kato
was murdered in 2011 after being "outed" by one such tabloid.

The letter comes in advance of Ugandan officials attending the 2014
Commonwealth Games

in Glasglow this summer. The Commonwealth Games invite 53 nation from
around the world to compete in athletic competitions. Most of the
nations were once territories of the former British Empire.

Same-sex relationships are criminalized in 41 of the 53 nations in the
Commonwealth, according to the Kaleidoscope Trust, which monitors LGBT
rights in the Commonwealth.

"No one from any part of the Commonwealth who visits Scotland will be
under any doubt about our values as a welcoming, open and tolerant
society," wrote Yousaf.

"The Anti-Homosexuality Bill in Uganda is a huge step back for
equality and I have written to the UK government asking it to make the
strongest possible representations to the government of Uganda."

"I have also urged the UK foreign secretary to offer asylum to any
Ugandans who suffer threat or persecution as a result of the
legislation."

Hague's office has not responded to Yousaf's letter but has previously
urged the Ugandan government to put an end to LGBT discrimination.

U.S. Kampala embassy says won't deny anti-gay supporters visas

The U.S. Embassy in Kampala has distanced itself from SMS messages
claiming it will deny visas to Ugandans who support the tough
Anti-homosexuality law recently signed by President Yoweri Museveni.

"It has been brought to our attention that an unknown party claiming
to be from the U.S. Embassy in Kampala is sending fake SMS messages
alleging that Ugandans will be denied visas if they support the
recently pass Anti-Homosexuality Act. This is false!" said a statement
sent by the U.S. mission Information Assistant, Peter Eriki.

"There has been no change to U.S. visa policy, which is made in strict
accordance to U.S. law. No one will be denied visas based on their
beliefs or views," the statement added.

For healthcare, try Rwanda model

The third annual East Africa Healthcare Federation Conference will be
held in Nairobi from March 2-4, under the theme "Creating Business
Opportunities in Healthcare in East Africa."

The Kenya Healthcare Federation chief executive Amit Thakker spoke to
Christabel Ligami on emerging issues and opportunities in private
healthcare.

Is the region on the right track on healthcare provision both through
the private and public sector?

Healthcare in the region has been improving gradually but
affordability remains a major problem. There is a big improvement in
the private–public partnership, ensuring that healthcare is being
accessed by everyone. However, the private sector needs to be involved
in training and health research to improve healthcare in the region.

Which countries are on the right track and what are they doing that
the other countries can follow?

I would say Rwanda is on the right track because they have focused on
preventive healthcare by ensuring that the small but most important
issues like keeping the environment clean are in place.

In Rwanda, healthcare starts at the community level and not in the
hospital as in many other countries. This has been successful through
health schemes and mandatory medical insurance covers for the people.

Uganda needs to improve its healthcare indicators and refocus its
financial resources on health.

Burundi is still growing and more information and data is needed that
will help to tell what health challenges the country is facing.

Why are people still resorting to treatment outside the region and
what should be done to ensure that the region is globally competitive
in healthcare provision?

The economic growth of countries like India is very high hence more
investment in healthcare in terms of technologies and work force. As a
result, the country has many specialist doctors and the latest health
technologies.

In East Africa, demand is higher than supply. People will, therefore,
travel to India for treatment because the costs are lower and quality
is high.

However, there are facilities in India, too, that do not provide good
healthcare and people should always be careful.

East Africa should, therefore, not be competing with India but
collaborating so that some of the skills are brought into the region
to help curb the issue of people travelling for treatment.

Governments and private hospitals should consider hiring specialists
on contract to work in our high end hospitals and be informed of the
new technologies in the health sector.

Also, there should be a mechanism of collaborating with the Indian
hospitals on referring patients for high level surgery that is not
available here but then the patients should come back for
recuperation.

Some Indian hospitals like Apollo hospital have partnered with the
Tanzanian government to provide same healthcare services provided in
India in Dar es Salaam.
To be globally competitive, the five partner states, therefore, need
to strengthen their healthcare delivery.

What about emerging trends like social franchising?

Social franchising is promising to improve healthcare in the East
African region. Clinics and health organisations like Population
Services International (PSI), Marie Stopes are positioning themselves
to ensure quality healthcare for rural people. In the arrangement,
patients get healthcare nearby and through branded social franchisee
like Tunza clinics and Amua in Kenya.

Currently, there are 895 clinics in Kenya under social franchising.
Similar clinics by PSI have also been set up in Rwanda and Tanzania
(the Family Welfare Clinics). All these clinics are required to comply
with the health standards set.

What are the challenges to healthcare systems in the region?

The main challenges in the region are geographical, financial, low
uptake of medical cover and limited numbers of health workers
especially doctors and nurses. Currently, we have only 45 per cent of
the WHO recommended medical work force.

The challenges of disease burden and financing are similar in all the
countries but there are differences when it comes to the work force
shortage.

In Tanzania, the shortage of doctors is worse compared with the rest
because of its socialist past, where doctors were only allowed to work
for the government and everybody fled the country. It was only in 1992
that they were allowed to work for the private sector.

Burundi has a serious problem of government structures that need to be
sorted out.

What is being done to address these challenges?

Efforts are in place to set up new training facilities, e-training
systems and increase the number of faculties in universities across
the region to ensure that more doctors and nurses are trained.

In Kenya, the private sector has entered into partnership to set up
the Afya Elimu fund to be launched in the second quarter of the year
to ensure everyone who wants to train as a health worker has access to
funds.

The private sector has introduced health insurance policies for the
the poor like Linda Jamii and Changamka for the case of Kenya.

New Rwanda printer owners spell out strategy

The investor who has taken up majority shares in Rwanda Printing and
Publishing Company (RPPC) will have to make tough decisions to turn
around the mismanaged and loss-making government printer.

Print Fast Kenya, a Kenya-based printing firm, and Great Lakes
Communication, a local communication and public relations firm, won
the bid after agreeing to pay Rwf1.9 billion to have a controlling
stake of 70 per cent in the publishing company through their firm
Multi-Dimensional Print International Ltd (MDPI).

Over the years, regional players have capitalised on the lack of
capacity at RPPC and poor service delivery to woo newspaper and
magazine publishers in Rwanda.

Data indicates that major news publications have sought printing
services outside Rwanda, including leading newspapers such as The New
Times, Rwanda Focus, Business Daily, Izuba and all the magazines.

Local print media owners told Rwanda Today high costs, poor quality
and delayed delivery of orders were among factors force them to seek
services outside Rwanda.

Rigid pricing

On pricing, Donald Rutayisirye said: "Rigidity on pricing by the
government printer is what forced publishers to seek printing services
in Uganda." In Uganda, he said, one can print 1,000 copies of a
quality magazine for about Rwf800,000, while in Rwanda it costs twice
as more.

However, The New Times has remained with RPPC but the few copies the
publication prints make the printer, which has an installed capacity
of 25,000 copies, remain underutilised. Imvaho Nshya, a Kinyarwanda
daily, also prints few copies while the French La Nouvelle Rélève is
now only available online after its readership dwindled.

A senior employee of RPPC who spoke on condition of anonymity
attributed the poor quality at RPPC's to obsolete technology.

"The New Vision and the Daily Monitor in Uganda, which are winning
RPPC's potential clients, use the computer-to-plate machines but RPPC
still uses the outdated paper films," the RPPC employee said.

But management of MDPI seem set to turn around the struggling RPPC,
announcing a Rwf4 billion investment to make the company competitive.

The MDPI managing director, Jay K. Shah, said: "By partnering with the
government, we expect to move both the printing and media industry to
the next level, which will eventually impact on skills transfer and
literacy. As private sector operators, we will ensure quality of
services in order for the end users to get more value for their
money."

Experts raise the red flag over pyramid scheme being probed in Brazil

earning $100 (Rwf68,045.26) weekly. By recruiting new members, one
stands to earn bonuses, it claims.

TelexFREE has been banned in Brazil and is under investigation in the
US and other countries around the world on suspicions that it could be
a Ponzi scheme.

The government is investigating the operations of a business that has
attracted many Rwandans with its quick cashback philosophy, typical of
pyramid schemes also known as Ponzi schemes.

TelexFREE, an Internet-based service, requires new members to pay more
than $1,570 (Rwf1,067,600) and post three advertisement links to start
earning $100 (Rwf68,045.26) weekly. By recruiting new members, one
stands to earn bonuses, it claims.

TelexFREE has been banned in Brazil and is under investigation in the
US and other countries around the world on suspicions that it could be
a Ponzi scheme.

Emmanuel Bayingana, the official in charge of Competition at the
Ministry of Trade and Industry, confirmed that TelexFREE was being
investigated.

"We are doing an assessment of the operations of TelexFREE," Mr
Bayingana said. "The investigations will determine the way forward.
The assessment will be concluded next week."

He noted that the ministry, Rwanda Development Board (RDB) and the
central bank will come up with a position, especially if the business
is found to be risk-prone.

The government has been strict on pyramid schemes and multi-level
marketing businesses with a number of them, including Questnet, banned
from operating in Rwanda.

At the TelexFREE offices in the Kigali suburb of Remera near the taxi
park in a new complex that also houses Bank of Kigali, a few office
staff members lurk around trying to win more clients.
"It's a profitable business. You can join and make $100 a week. I make
the same every week by just posting three links," one of the staff
members only identified as Hakim said in an attempt to convince the
writer to join the scheme.

TelexFREE is a multi-level Internet marketing scheme which uses VoIP
technology to share advertisements online. Fred Ndoli, one of the
members and an active recruiter, maintains that the business is
genuine.

Recoup investment

"People are making money," Mr Ndoli said. "I earn $100 a week after
investing in it. I post links from a computer or using my phone. It
takes only five minutes."

Mr Ndoli said he only joined two months ago but was confident he would
recoup his investment and make even more money soon. He insisted that
those crying foul failed to fulfil their part of the agreement.

"I think they failed to post links," he said. "You make money by
posting links. If you don't post links, you don't make money."

Three people who lost their savings in the scheme told Rwanda Today
they were told that they failed to "post links" to recover their
money.

One of them, who joined recently, said he was informed that once one
fails to post links they forfeit their investment.
