Strong 'No' to Rwandan Paper Claims
 

THE Tanzanian mission in Rwanda has expressed shock and displeasure over reports published by the 'News of Rwanda' that accuse President Jakaya Kikwete of supporting and holding meetings with members of rebel groups opposed to the administration in Kigali.

It has described the reports as 'untrue and malicious.'

A statement issued by the Tanzania Embassy in Rwanda through the Directorate of Presidential Communications in Dar es Salaam said the reports are "nothing but a bunch of dangerous lies fabricated with obvious malicious intent to create an impression that Tanzania is working with enemies and groups opposed to the government of Rwanda."

The statement said that the report and other similar reports published in recent weeks by the 'News of Rwanda' were not only untrue, baseless and mere fabrication but also dangerous and threatening the diplomatic and social relations between the two neighbouring countries.

According to the statement, President Kikwete is deeply hurt by 'these lies' and it has advised the editors of the publication to stop fabricating untrue claims "which have the potential of creating and fuelling animosity and confusion among the people of our two neighbouring and friendly countries."

The embassy said it did not take such allegations by the 'News of Rwanda' lightly, given the position that the publication occupies in Rwanda.

It noted that since Presidents Kikwete and Paul Kagame of Rwanda had agreed in Kampala to foster friendly relations, such newspaper claims can only sour the atmosphere.

"President Kikwete would like to know what the editors of the publication were up to," the statement added. The statement categorically denied that Mr Kikwete has never met any of the people mentioned anywhere - in Tanzania or outside.

"Moreover, on the day that 'News of Rwanda' claims that the meeting took place, Thursday, January 23, the president was not even in the country; he was in Davos attending World Economic Forum (WEF) meeting."

Besides, according to the statement, Tanzania's Immigration Department does not have records of such people entering or exiting the country.

"The former Prime Minister of Rwanda, Mr Faustin Twagiramungu, was also not in Tanzania on any or the same mission and did not attend the meeting with representatives of RNC and FDLR as no meeting of such nature took place in Dar es Salaam or anywhere in the country," it explained.

The statement further noted that the Immigration Department has never issued any travel document to any Rwandan citizen, including those the 'News of Rwanda' has claimed that they travelled to Mozambique using Tanzanian passports on or around December 20, 2013.

Les révolutions arabes et le pari démocratique

Jusqu'en 2011, le monde arabe paraissait englué dans des schémas politiques allant de la dictature militaire, partisane ou policière à la dictature religieuse, fortement marqués, en particulier pour les Etats rentiers les plus riches, par le sous-développement culturel, artistique, technologique et scientifique.
En 2011, à partir de la Tunisie, une sorte de mouvement tellurique allait remettre en cause ce schéma en faisant s'écrouler les citadelles des dictatures. Dans un premier temps, le monde entier salua ce « printemps arabe », en tant qu'éclosion du phénomène démocratique. Ce printemps mit certainement fin à la légende de « la démocratie importée d'Occident » et démontra que la démocratie a pour patrie l'humanité. Mais on comprit que l'évolution était plus complexe. 

La flèche inaltérable de l'islam et ses avatars

En fait, un seul élément est partagé par tous : la flèche inaltérable de l'islam qui traverse temps et espace avec une éblouissante jeunesse. Cette dernière, cependant, provoque à travers sa course, par le jeu des interprétations forcées des souches religieuses anciennes et à cause de son imbrication dans les luttes politiques, sociales, ethniques aussi bien que dans les conditions du sous-développement, propices à son rajeunissement perpétuel, les querelles, la haine, la dévastation et les guerres de toutes sortes. Chacun parle en son nom, mais toujours pour contredire, agresser ou tuer son voisin ou son frère. Chokri Belaïd et Mohamed Brahmi en sont les témoins et les preuves. Ce que leurs aveugles assassins ignoraient, c'est que leurs vies ont été sacrifiées sur l'autel de notre libération.
Certains pays, comme la Tunisie et l'Egypte, se sont engagés dans un processus électoral et constitutionnaliste qui déboucha sur la prise du pouvoir par les partis islamiques de différentes obédiences. Pour ces partis, il était normal que la Révolution fût assumée par eux. Ne représentent-ils pas une magnifique synthèse de la voix de Dieu et de celle du peuple ? Pour d'autres, en revanche, ces élections constituent en elles-mêmes une contre-révolution, dans la mesure où la Révolution fut l'expression massive d'une revendication totalement démocratique et « civile » (madaniyya), c'est-à-dire sans aucune couverture religieuse. Une révolution religieuse est, en soi, une contradiction. Certains partis islamistes le disent clairement : "No democracy, we want just islam". 
 A partir de là, nous nous sommes engagés dans une longue rhétorique sur la dialectique du religieux et du civil, soit, comme en Tunisie, pour poursuivre le processus constitutionnel, dans la peur et l'angoisse, la violence et l'assassinat politique, soit pour y mettre un terme brutal, comme en Egypte, l'armée venant au secours du peuple de la Révolution contre celui des élections, en fait au secours d'elle-même. Dans tout cela, la justice et la dignité furent délaissées, ce qui ne fit qu'aggraver les contradictions et tumultes de la Révolution. 
Certaines dictatures, comme en Syrie, résistèrent à la déferlante et entraînèrent le pays dans une guerre civile internationalisée tragique. D'autres, comme l'Irak, s'enfoncèrent encore dans une guerre civile larvée, à caractère confessionnel, à coups d'attentats terroristes quotidiens. Certains régimes, comme l'Arabie Saoudite, le Maroc, la Jordanie ou l'Algérie, retrouvèrent, pour des raisons foncièrement différentes, une relative stabilité. Les inepties des « Frères » en Egypte entraînèrent la reprise du pouvoir par l'armée.
Mais partout, la flèche inaltérable produisit ses avatars, qu'ils s'appellent Aqmi ou Aqpa, Shebbab ou Ansar Echaria, ou qu'ils viennent réveiller les volcans des conflits « toujours là », entre sunnites et chiites, au Liban, au Bahreïn, en Irak et dans les pays du Golfe ou entre les confessions musulmanes majoritaires et les minorités chrétiennes, comme pour les Coptes d'Egypte ou les Chrétiens d'Irak ou de Syrie.
Autre aspect du paysage, hélas : les résistances internes au pouvoir de l'armée, en Egypte, le développement des forces centrifuges contre le pouvoir central, en Libye, les revendications sociales non satisfaites ailleurs, sont de nature à provoquer une extension des formes les plus radicales et les plus belliqueuses de l'islam politique, suivie d'une généralisation des conflits civils internationalisés. Le chaos ne restera plus alors l'apanage de la seule Somalie.

La rareté du citoyen et le pari démocratique

Les révolutions arabes ont eu pour effet d'affaiblir l'Etat, ce qui entraîna, soit, comme en Tunisie, le déclin des services publics et de l'autorité de l'Etat, soit l'apparition de mouvements autonomistes sous forme de revendications fédéralistes (Libye)n voire indépendantistes (sudistes yéménites).
Face à l'échec d'une stabilisation de la société par le vote majoritaire, qui ne fit qu'accroître les peurs, le maître mot de la politique prit alors la forme du consensus actif, tawâfuq, et du dialogue national, hiwar watani, en vue d'aboutir à des élections crédibles et à l'élaboration d'une constitution pour tous les citoyens et non pour un parti de citoyens (Tunisie) ou un clan tribal dominant (Yémen). Le problème réside précisément dans la rareté du « citoyen ».
Le pari démocratique n'est pourtant pas perdu. La Tunisie vient d'en administrer la preuve. Malgré une menace terroriste doublée d'une certaine islamisation des conduites et des mœurs, les projets constitutionnels du parti Ennahdha ont été jugulés. Pour tenir le pouvoir, ce parti s'est vu obligé non seulement de faire volte-face sur le terrain miné de l'islamisme radical qu'il pensait pouvoir manipuler, mais de battre en retraite, dans son propre intérêt, sur plusieurs fronts de bataille contre les « modernistes ». La suppression de l'article 141 du projet de Constitution qui faisait de l'Islam la religion de l'Etat en est un exemple frappant. La modification, en dernière minute, de l'article 38 sur le droit à l'enseignement en est un autre. Les articles 2, sur le caractère civil de l'Etat, 6 sur la liberté de conscience et la tolérance, 21, 34, 46, sur les droits des femmes et la parité, 42 sur le droit à la culture, 49 sur le statut constitutionnel des libertés et droits fondamentaux reflètent incontestablement la victoire du camp démocratique bien qu'ils expriment également les contradictions de notre société. 
 Plus important encore que la Constitution elle-même, l'instauration du débat public massif autour de la Constitution et de la politique est le véritable vecteur du pari démocratique. C'est ce qui pourrait réellement rendre possible l'émergence, à terme, d'une véritable démocratie islamique pour l'islamisme, mais, plus important encore, d'une vraie démocratie pour nous tous. D'excellents esprits pensent cependant que ce pari n'est qu'une utopie et qu'avec l'islam nulle démocratie n'est possible. Que peut-on leur répondre, sinon que l'histoire ne connaît pas le fixisme ?
