RWANDAN OPPOSITION COMMENDS THE UNITED STATES FOR SANCTIONS AGAINST THE GOVERNMENT OF RWANDA FOR ITS USE OF CHILD SOLDIERS IN THE DEMOCRATIC REPUBLIC OF CONGO
Today the 3rd October, 2013, the United States Government announced  sanctions  against five countries for their use of child soldiers in armed conflict. The countries are Rwanda, Syria, Burma(Myanmar) and the Central African Republic.
"Our goal is to work with countries who have been listed to ensure that any involvement in child soldiers – any involvement in the recruitment of child soldiers – stop," U.S. Assistant Secretary of State for African Affairs Linda Thomas-Greenfield said.
Rwanda will, based on these sanctions, be denied funds for military assistance. The 2008 law also allows U.S. officials to block licences needed for Rwanda to buy military equipment.
We commend the efforts of the United States Government to have taken the lead in bringing the Kigali regime to account for the horrendous human rights abuses committed in Rwanda and the Democratic Republic of Congo.
We call upon the United States Government and other members of the international community to impose comprehensive and targeted sanctions against the Kigali regime.
We call upon the United Nations Security Council for follow suit and institute sanctions against the Government of Rwanda for the use of child soldiers in its current support of the M23 rebellion in the Democratic Republic of Congo, as well as for other human rights abuses, war crimes and crimes against humanity including those documented by the United Nations Mapping Report of 2010.

Les Etats-Unis suspendent leur aide militaire au Rwanda pour son soutien au M23 - Rwanda / Etats-Unis - RFI

Le message est fort. Le Rwanda fait désormais partie des pays qui ne recevront pas d'aide militaire américaine, en vertu de la loi de 2008 sur la protection des enfants soldats (le Child Soldiers Accountability Act). Le soutien du Rwanda au M23, accusé d'enrôlement d'enfants, a été pointé par la secrétaire d'Etat adjointe pour l'Afrique, Linda Thomas-Greenfield, lors d'une vidéo-conférence depuis Washington.

« Nous venons juste d'annoncer [la liste] des pays qui sont sanctionnés et le Rwanda fait partie de ces pays. Notre but est de travailler avec ces pays qui ont été listés afin de s'assurer que toute implication dans les enfants soldats, toute implication dans le recrutement d'enfants soldats, s'arrête. Dans ce cas-là (du Rwanda, ndlr), c'était en relation avec le M23 », a détaillé Linda Thomas-Greenfield. Washington précise que des recrutements et kidnappings d'enfants ont même eu lieu sur le territoire rwandais.

« Aucune preuve », selon Kigali

Kigali se voit ainsi privée d'assistance américaine en termes de formation et d'entraînement militaire pour l'année budgétaire 2014. Mais l'impact de cette décision est surtout diplomatique.

Après avoir pendant longtemps été l'allié de Kigali, les Etats-Unis haussent le ton. Déjà, en juillet 2012, une enveloppe de 200 000 dollars de formation militaire avait été gelée. Plus récemment Washington avait exhorté Kigali à cesser de soutenir le M23.

Le porte-parole de l'armée rwandaise a estimé «surprenant que le Rwanda soit responsable de problèmes qui ne sont pas dans ses pratiques», et jugé que cette décision n'était «basée sur aucune preuve, ni fait». Malgré tout, il a estimé que la collaboration entre Kigali et Washington demeurait «forte».
