Rwanda: Urubuga rwa politiki ruracyafunze

Kigali, kuwa 01 Kanama 2013.

Tariki ya 31 Nyakanga 2013 minisiteri y'ubutegetsi bw'igihugu MINALOC yashyikirije ikigo cy'igihugu cy'imiyoborere (Rwanda Governance Board-RGB) ububasha bwo kuba aricyo kizajya cyandika amashyaka. Minisitiri Musoni James akaba yarihandagaje akavuga ko icyi ari ikimenyetso ko muRwandahari demokarasi. Ibi rero ntabwo ariko mu ishyaka FDU-Inkingi tubibona kubera impamvu zikurikira :

a) RGB ni ikigo cya leta, politiki kigenderaho ni iza guverinoma, iki kigo nticyigenga.

b) RGB ni ikigo cya leta cyashyiriweho kubera leta ijisho mu gucunga amadini, itangazamakuru, imiryango itegamiye kuri leta, n'amashyaka ya politiki.

C) Itegeko rishya rigenga amashyaka ya politiki rivuga ko bitakiri itegeko kujya muri forum y'amashyaka nk'uko biteganywa n'ingingo ya 56 y'itegekonshinga, ariko iyi ngingo ntiyigeze ivanwa cyangwa ngo ihindurwe mu Itegekonshinga.

D) Kugirango ishyaka rijye kwiyandikisha rigomba kubanza gukoresha inama yaryo ya mbere rifite uruhushya rutangwa n'inzego z'ibanze z'aho ishyaka riteganya gukorera iyo nama. Ariko nk'uko byagaragaye, izo nzego z'ibanze ntizemera gutanga impushya. Mu mwaka wa 2010 abayobozi b'ishyaka FDU-Inkingi  twanditse inshuro zirenze 4 batwima uruhushya, ku mpamvu zitumvikana zinyuranye n'Itegekonshinga ry'igihugu cyacu.

Iyi leta noneho ubu igeze ku rwego rwo gufata umuntu wese wahuye cyangwa wavuganye n'umuntu uba mu ishyaka ritavuga rumwe na leta ya FPR, ikifashisha inkiko zayo ikamukatira gufungwa imyaka ibiri cyangwa irenze ngo mu rwego rwo guhagarika burundu abashaka kunyuranya n'ishyaka rya FPR! Ibi nibyo byabaye mu minsi yashize ku baturage barindwi bo muri District ya Rutsiro baherutse gukatirwa n'inkiko z' Rwanda igifungo cy'imyaka 2 kubera ko bahuye na Bwana Sylvain Sibomana, Umunyamabanga Mukuru w'agateganyo wa FDU-INKINGI.

Kubera izo mpamvu zivuzwe hejuru :

• Birakwiriye ko ubutegetsi bwa FPR-Inkotanyi bwemera ko mu gihugu cyacu tureka ibyo kujijisha abanyarwanda n'isi yose tubereka amashyaka menshi ariko ya baringa (multipartisme de facade). Ni ngombwa kureka amashyaka menshi yigenga akabaho, hakabaho ubwisanzure n'uburenganzira bwo kwishyira hamwe ndetse n'ubwisanzure mu gutanga ibitekerezo.
• Turongera gusaba leta ya FPR–Inkotanyi kurekura abayobozi b'amashyaka atavuga rumwe nayo bose ubu bafunze ndetse n'abandi barwanashyaka bose bazira kuba barakoresheje uburenganzira bwabo bemererwa n'amategeko.

Rwanda: The political space is still closed

Kigali, August 1st, 2013.

On July 31, 2013, the Rwandan Minister of Local Government officially presented to the "Rwanda Governance Board-RGB", a State institution in charge of governance, the document granting its powers on registration of political parties. On this occasion, Minister James Musoni said that it was evidence that there was democracy in Rwanda. The political party FDU-INKINGI is far from sharing this opinion for the following reasons:

1. RGB is a State institution established by the state. It is not independent because its political line is dictated by the State.

2. RGB was set up to be the watchful eye of the State in order to monitor religious denominations, the media, NGOs and political parties.

3. Although the new law on political parties does not require political to join the forum of political parties in accordance to Article 56 of the Rwandan Constitution, such a provision has never been removed from the constitution and may logically be used against any political party that is not beholden to the RPF-INKOTANYI.

4. For a political party to obtain registration, it must hold a constituent assembly, with an authorization duly granted by the administration of the locality where such a constituant assembly would be held. However, fresh memories show that these administrative bodies do not grant such permissions. For instance, in 2010 alone, the political party FDU-INKINGI was denied this authorization for 4 times for obscure reasons despite the provisions of the current constitution.

Currently, the RPF regime resorts to putting in jail anyone who has been in contact with a leader of a political party that is not beholden to the government. This is exactly what happened to 7 citizens from Rutsiro District who were recently sentenced to two years in prison for having met with Mr. Sylvain Sibomana, the Interim Secretary General of FDU-INKINGI.

Given the above reasons:

• It is urgent that the RPF regime stop such a diversion aimed at brandishing fake multiparty system and allow political parties of the opposition to exist and operate freely.
• The RPF regime must release all political opponents who are languishing behind bars for political reasons, as well as other members of the opposition that are victims of the free exercise of their inalienable political and civil rights.
