But due to a number of reasons, many Rwandan are still staying outside their country as refugees and we are requesting you to allow us to continue staying in their countries, Uganda inclusive and stop or postpone cessation clause program that is soon affecting Rwandan refugees until our country is fully secured.The main reasons that hinder Rwandese from repatriating are noted below:1. To tell the truth, HUTUs killed TUTSIs and TUTSIs killed HUTUs more than necessary until now, but Rwandan Government changed the name from mass killing to Genocide to Rwandese and later Genocide to TUTSIs and all survivors of Genocide are TUTSIs while all perpetrators are HUTUs who died are remembered and all survivors including orphans are assisted while HUTUs who died are not remembered and their survivors, orphans and widows are not assisted in all aspects of life and we have may living examples.NB. All bones for TUTSIs, HUTUs and even TWA were buried in Beautiful burial sites and they are called parts of Tutsis who died during Genocide. Do HUTUs and TWA become Tutsi after death?2. Our beloved guest of honor, Rwandan refugees from Oruchinga and Nakivale Refugee Settlement started repatriating voluntarily since 1996 up to 2009 but over 90% of those who repatriated came back due to their insecurity problem. Now how can they go back? When majority of them are returnees.3. It is true there is no war in our country, but there is a cold war that is based on the following:(i) GENOCIDE IDEOLOGY: Any person who is not satisfied with the way Rwandan government is treating people is called Genocider or any one who talks or respond to the government, Tutsis do not participate in night patrol only Hutus and Twa (Local Defense) do.(ii) IN EDUCATION SECTOR: All Tutsis are given scholarships as they are called survivor, widows and orphans of Genocide whether true or not but no Hutus or Twa can get it.(iii) RECALL PERIOD (IBUKA = REMEMBER): In this period many Hutus suffer in may ways such as being beaten, abused verbally and some go to jail in case one Tutsi or may shows that they are traumatized.(iv) FREEDOM OF SPEECH: In Rwanda, there is no freedom of speaking anything whether good or bad that is not in line with the government's programs, or ask why some programs are set in the way that is not satisfying the entire community.4. KILLING PEOPLE DURING THE NIGHT AND ABDUCTING OTHERS:This exercise of killing innocent people and taking others to unknown places was practiced since 1994 until now. This is done by RPF soldiers by using some of friends or relatives of those innocent people.To those who were civil servants or politicians or government workers, soldiers or students, they use the positions they had before genocide and they take them, where they were working from and be either killed or imprisoned and then they go back to disorganize and intimidating the remaining ones (relatives).5. INJUSTICE: In Rwanda Local Courts (GACACA) confused and conflicted many Hutus as they were only perpetrators of Genocide in that simple cases were made criminal cases, and they were characterized of lies and assumptions. Example of a true lie; there is a person who died before Genocide and he was accused to have killed people during the Genocide.GACACA had its powers but they could even intervene in cases that could be settled in High Courts or Supreme Courts or Courts of Army.NB. Many of us who are still outside the country, we are sentenced and that is why they want us to repatriate in order to be imprisoned.The same court could imprison people and take long time to settle their cases and after like 2 or 3 years they release them saying that they proved innocent and no compensation for that period in jail and in jail they are treated badly.People who complete their sentences, in prison and who are set free because they are proved innocent go back home when they are mentally and physically incapacitated due to poor treatment in a jail and they can not be assisted in any way.Other reasons that threaten Rwandese from repatriating:Revenge done and still being done by Tutsis to Hutus show that peace will take time to come in Rwanda.Young generations that are born in Uganda do not know their home country and they do not have where to go and they do not know what to do, especially orphan.All old people above 50 years of age are accused of having participated in 1959 conflicts that caused Tutsis to leave the country so they should be penalized of what they did.Some were killed in Rwanda and others are outside the country.With those few reasons and many unmentioned we are requesting you to cancel out the decisions of cessation clause. FMI-RDC : le dernier verrou a sauté

Des éclaircies dans les rapports tumultueux entre la RDC et le Fonds monétaire international, FMI. Des nouvelles en provenance de Washington, où viennent de se clôturer les Assemblées annuelles des institutions de Bretton Woods, s'avèrent rassurantes. Apparemment, les nuages épais qui obstruaient, jusque-là, la voie menant aux négociations d'un nouvel accord formel entre le FMI et la RDC se sont dissipés – le principal obstacle aux discussions, notamment le dossier Comide, ayant été levé. Désormais, le gouvernement peut envisager avec sérénité la conclusion d'un nouveau programme avec le FMI.
Entre le gouvernement et les institutions de Bretton Woods, les rapports semblent tourner désormais à l'embellie. Le séjour du ministre délégué aux Finances à Washington en marge des assemblées annuelles des institutions jumelles aurait servi de déclencheur.
Auparavant, le gouverneur de la Banque centrale du Congo, le président du conseil d'administration de la Gécamines et le professeur Massamba ont déblayé la voie. Ce trio a fait sauter le dernier verrou à la base des discordances entre le gouvernement et le FMI, discordances ayant conduit à la rupture du deuxième Programme économique du gouvernement, PEG 2.
La directrice Afrique du FMI reprochait à la partie congolaise le manque de transparence dans le secteur minier. En effet, la cession des parts effectuée en faveur de Comide était entourée d'une telle opacité, selon le FMI, que toute poursuite du PEG 2 devenait difficilement envisageable.
Lors de son passage, le trio Masangu, Yuma et Massamba a démontré, de la manière la plus limpide, la régularité de la cession en faveur de Comide. Selon des sources, toutes les zones d'ombre avaient été éclaircies au point que le conseil d'administration du FMI ne pouvait qu'entériner le rapport lui fait par les services Afrique. Chose faite à la faveur des assemblées annuelles de printemps.
LES PORTES S'OUVRENT
Désormais, la République démocratique du Congo se voit ouvrir les portes de négociations en vue de la mise en route d'un nouveau programme avec le FMI. Le PEG 2 appartient au passé, clôturé de manière définitive par le FMI. Le vice-Premier ministre en charge du Budget a formellement livré la bonne nouvelle, à l'issue de la réunion hebdomadaire de la Troïka stratégique tenue à l'hôtel du gouvernement.
Répondant à une question de la presse le lundi 29 avril 2013, Daniel Mukoko Samba s'est clairement prononcé sur cette évolution notable: « Aujourd'hui, deux questions essentielles. D'abord le rapport de la mission qui a été conduite par M. le ministre délégué chargé des Finances qui y a pris part et qui a conduit la délégation de notre pays aux assemblées annuelles de Fonds monétaire international et de la Banque mondiale.
Je crois que les bonnes nouvelles, c'est d'abord, on passe le cap du dossier Comide en ce qui concerne nos relations avec le Fonds monétaire international. Vous vous rappellerez que c'était le principal obstacle à la conclusion du nouveau programme avec le FMI. Ce cap étant passé, nous nous mettons maintenant en situation de pouvoir négocier très rapidement un nouveau programme avec le Fonds monétaire international».
Cette amélioration des rapports entre la RDC et les institutions financières internationales ne concernent pas exclusivement le FMI. La Banque mondiale, elle aussi, est concernée dans la mesure où toute rupture de programme avec le FMI a des conséquences sur les projets financés par la Banque mondiale. Mukoko Samba rassure quant à cette préoccupation: «De la même manière que la Banque mondiale pourra présenter à son Conseil d'administration le 07 mai prochain le nouveau cadre d'assistance pays et qui va être le cadre devant régir la relation financière entre notre pays et la Banque mondiale et cela sur la base d'une nouvelle matrice de la gouvernance économique qui a été discutée et qui sera validée par le gouvernement avant le 07 mai ».
Toutes les conditions sont donc réunies pour que la coopération entre la République démocratique du Congo et ces deux institutions retrouve un environnement propice.
DEFINIR LES CONTOURS DE L'IDYLLE
Maintenant que le ciel est redevenu clair dans les rapports entre la RDC et ses partenaires financiers, les leçons doivent être tirées afin de ne point tomber dans les mêmes erreurs. A ce jour, il n'est plus reproché à la RDC la rengaine de la bonne tenue des finances publiques. Le reproche vient du côté de la transparence dans les industries extractives, notamment minières.
Dans l'exécution du nouveau programme, il est indiqué que cette clause apparaisse clairement de manière à attirer davantage l'attention des autorités à ce sujet. La suspension de la RDC du processus de l'ITIE est à ce point interpellatrice. Elle démontre que des ressources financières propres existent bel et bien à l'interne.
Le gouvernement qui prend en main l'encadrement des dépenses et des recettes de l'Etat ne devra pas s'arrêter en si bon chemin, bien au contraire. L'atelier annoncé sur le coulage des recettes dues au Trésor public est, à ce titre, l'opportunité inespérée de tirer tout au clair. Chacun devant prendre à cœur la bonne exécution de sa part de responsabilités. Cela passe nécessairement par des procédures transparentes connues de tous et appliquées par tout le monde.
La sanction devra également en être le garde-fou. L'impunité en matière de corruption et de passation des marchés ne permettra jamais un meilleur encadrement tant des recettes que des dépenses de l'Etat. Cette sanction peut être administrative, mais elle doit également être judiciaire. L'effet persuasif est tel qu'il pourrait réduire voire juguler des pratiques qui mettent souvent le pays en position inconfortable vis-à-vis de ses partenaires extérieurs.
Cette bonne nouvelle venant de Washington ne doit pas cependant faire oublier que le FMI n'accorde pas au pays un chèque en blanc. Il est même prudent de considérer que le nouveau programme ne pourrait pas bénéficier des avantages tels que les Facilités élargies du crédit, FEC. Plus de 300 millions USD n'ont pu tomber dans l'escarcelle du Trésor public après l'arrêt brutal du PEG 2.
Pour la reprise, le FMI pourrait se limiter à suivre le gouvernement dans ses nouveaux engagements, pendant une période relativement courte d'une année, note un expert habitué des couloirs des réunions de la RDC et les institutions de Bretton Woods.
Sans doute que le gouvernement qui n'ignore pas cette éventualité, ne se laissera pas berner par cette bonne nouvelle. Il doit poursuivre des efforts dans la maximisation des recettes, l'encadrement efficace des dépenses publiques et la transparence tous azimuts dans la passation des marchés et autres. Reste que les services du FMI viennent trouver un environnement assaini, maîtrisé par la partie congolaise afin d'espérer obtenir des facilités prévues en cas d'harmonie avec ces institutions financières.
Avant que le PEG 2 ne chavire, l'optimisme était permis. Le gouvernement et la Gécamines se sont, certes, renvoyés la balle sur la responsabilité de ce coup dur. Mais, ils n'ont jamais expliqué de manière claire ce qui s'est réellement passé. A ce jour, les choses ont évolué positivement. C'est dire que toutes les parties se sont impliquées afin de sortir le pays de cette position, pour le moins, inconfortable.
Il est désormais acquis que la RDC ne devra pas s'attendre à «des faveurs» des bailleurs de fonds après l'atteinte du point d'achèvement de l'Initiative PPTE. L'allègement de la dette doit s'accompagner d'une plus grande rigueur dans la gestion des finances de l'Etat. Le signal fort donné par le FMI en décrétant la fin du PEG 2 pour cause de transparence pousse à penser qu'aucune grâce ne sera plus jamais accordée à la RDC. Le gouvernement doit en être conscient. De même qu'il doit veiller à ce que ses propres engagements soient respectés par toutes les composantes relevant de son autorité. Allusion est faite à la Gécamines, dans le cas d'espèce.
LE DERNIER VERROU
Avec cette retombée positive, il devient justifié le retour à la normale dans les relations entre la RDC et les IFI. Le pays a grandement besoin de ressources additionnelles pour faire face aux divers défis, notamment ceux du développement, des infrastructures et du social. L'apport de tous les partenaires est le bienvenu. Particulièrement du FMI et de la Banque mondiale à travers des mécanismes offrant des facilités aux Etats post-conflits ou Etats fragiles comme la RDC.
Le gouvernement qui compte prendre de nouveaux engagements dans la gestion des ressources financières du pays et dans le cadre global de sa gestion, a du pain sur la planche. Des réformes entreprises devraient se consolider afin de se conformer aux nouvelles exigences qui font du pays, un cas qui sera suivi avec minutie par les experts du FMI.
Le dernier verrou ayant sauté, les vannes du Trésor public doivent demeurer fermées. Le cordon de la bourse ne peut se desserrer que pour des dépenses d'investissements dans les infrastructures, dans le social de la population. Ce retour à la Zorro du FMI et de la Banque mondiale, qui n'étaient pas formellement partis, devra s'accompagner des améliorations sur le vécu quotidien du Congolais. L'adhésion au nouveau programme dépend largement du degré de redistribution du fruit de la rigueur imposée par le gouvernement.
