Rwanda: FDU-Inkingi irateganya iki cyasimbura politiki y’ubuhinzi ya FPR yicisha abaturage inzara?

Rwanda: FDU-Inkingi irateganya iki cyasimbura politiki y'ubuhinzi ya FPR yicisha abaturage inzara?

Ndereyehe Karoli yakoze mu mishinga y'ubuhinziinyuranye, mu Mutara, ku Gikongoro no mu kigo cy'ubushakashatsi cya ISAR. Yabayen'umwe mu bari bagize Inama nkuru y'ubuhinzi mu Rwanda (Conseil National d'Agriculture). Ni umujyanama ushinzwe ingamba n'igenamigambi muri FDU-Inkingi.
Iliburiro
Ubutegetsi butita ku mibereho y'umuturage, ntibuhangayikishwe n'uko yiriwe n'uko yaraye ntacyo buba bumaze. Ubutegetsi bubereyeho gushakira ibisubizo ibibazo abaturage bafite. Ntiwatererana abanyarwanda barenze 90% maze ngo uvuge ko uri umuyobozi mwiza.
Akarusho ka FDU-Inkingi ni uko ishaka kuzanira abanyarwanda uburenganzira n'umuco wo gufatanya nabo gushyiraho ubutegetsi bubaha ijambo, igafatanya nabo gushyiraho ubuyobozi burengera kandi bukarenganura buri muntu, bubungabunga ubuzima bwa buri muntu kandi bukamuha uburyo bwo kwivana mu bukene no mu bujiji.
Kw'isonga FDU izahatanira ko n'abatagira kivurira na kirengera barenze 90% by'abanyarwanda bagira ijambo. Abo ni Abanyacyaro bagizwe cyane cyane n'abahinzi-borozi, ni abirukanwa mu mijyi kubera ko nta mikoro no kubura ababatangira ingwate zatuma bahabwa imyenda n'amabanki yatuma bakemura amananiza bashyirwaho, ni abakozi bahembwa intica ntikize, ni abavutswa akazi kandi bagashoboye, kubera irondakoko, irondakarere, ironda-shyaka cyangwa kuba barigishijwe mu gifaransa nyamara urubyiruko ruteshwa igihe mu mashuli rwiga mu cyongereza kidafite abalimu,  ni abana b'abakene badafashwa na leta kubona amafaranga yo kubafasha kuliha amashuri no kwiga neza.
FDU yahisemo guteza imbere ubukungu butuma buri muntu ashobora gutungwa n'umwuga we kandi akagira imibereho myiza. Kwongera imyuga utongeye ubukungu mu cyaro, ngo abanyarwanda babone ubushobozi bwo guhaha ibyo bakeneye birimo n'ibyo abanyamyuga bakora ntacyo bimaze.
Ikindi, nk'uko utahatira umuntu gucuruza icyo adashaka, ntiwahatira umuhinzi-mworozi ikitamufitiye akamaro. FDU izakoresha politiki y'agahimbaza musyi n'ikoranabuhanga bikangulira umuhinzi-mworozi kwitabira ibihingwa byongera umusaruro, umutungo we n'uwigihugu, adahohotewe cyangwa ngo ashyirwe ku ngoyi.
Ese koko mu Rwanda haba inzara?
Iyo wumvise propaganda Tony Blair akorera Kagame, cyanga ugasoma raporo u Rwanda rutekinika (rucura) zo guha abanyamahanga, usanga handitsemo ko ubu u Rwanda rwihaza mu bilibwa, ndetse ko rusagulira n'andi masoko. Ndetse ngo na Minisiteri y'ubuhinzi n'ubworozi iherutse kwegukana muli Oslo ho mu gihugu cya Norvege, igihembo  cyiswe "Yara cyo mu mwaka wa 2012gihabwa abashoboye kuzamura umusaruro w'ibikomoka ku buhinzi. Nyamara abaturage hirya no hino mu gihugu baravuga ko inzara ibamereye nabi, kuburyo ndetse bayihaye n'amazina agiye atandukanye aho bamwe bayise « Nyobozi, Tronc commun, Konoshi, Kebuka…». Amavunja yagarutse mu turere twinshi tw' u Rwanda!
Baca umugani ngo " Agahinda k' inkoko kamenywa n' inkike yatoreyemo" . Ntabwo umuntu yavuga ati ndashonje, ngo umusubize ngo " vuga uvuye aho urabeshya". Amaperereza yakozwe n'ibigo byigenga, bidahembwa na FPR, halimo Global Hunger Index, nayo aranyomoza ikinyoma cya Semuhanuka cy'ubutegetsi bwa FPR. Ikigo Mpuzamahanga gikora Ubushakashatsi mu by'imirire ku rwego rw'isi (International Food Policy Research Institute – IFPRI)] gishyira uRwanda ku mwanya wa kabiri mubyugarijwe n'inzara mu karere k'umuryango w'Afrika y'Uburasirazuba. Ibi kandi  byashimangiwe n'ibyagaragajwe mu nyandiko ya "Failed states index 2011" yashyize Urwanda ku murongo wa 38 mu bihugu 60 yise "Failed States" wakwita ugenekereje "ibihugu byapfubye cyanga byafuye rubi".
Ariko na Kagame ajya acishamo akabyiyemerera. Ubwo yasuraga ibitaro by'i Kirehe hafi y'umupaka wa Tanzaniya mu kwezi kwa kane 2009, yatangajwe n'uko hakiri abantu bakuru bakirwara Kwashi(arkor). Ariko iyo hagize umuturage wijujuse, winubye cyanga uvugiye ku mugararago ibitanye n'ibyo bamutumye, abakada bamwuriza panda-gari! Nyamara abanyamakuru b'abanyamahanga babaza Kagame bati "kuki ukandamiza abaturage bawe?" Agasubiza , ati <ni inde wababeshye? Njye baranyemera, kandi buri muntu arishyira akizana, niba mugira ngo ndabeshya , ndabatumiye muzaze mubabaze "mpibereye" kandi ku mugaragaro>.

Abuturage baremeza ko imvano y'inzara ali politiki mbi ya leta yabategetse ku ngufu guhinga igihingwa kimwe cyane cyane igihingwa cy'ibigori, byatumye indi myaka bari basanzwe bihingira yaragiye itemwa indi ikarandurwa n'ubuyobozi bw'inzego z'ibanze.  Abaturage bakavuga ko izi nzego z'ibanze zibikora mu rwego rwo gushimisha abayobozi bazikuriye mubyo  zita guhigura imihigo zititaye ku ngaruka abaturage bazahura nazo. Abaturage baraninubira uburyo n'ibyo basaruye bategekwa ku ngufu kubigurisha ku giciro gito n'abashoramari, ku buryo batabona icyo bageza mu rugo  gihagije cyo kubatungira imiryango kandi bajya kw'isoko bagahaha bimwe bagulishije ku giciro gihanitse.

Abakozi ba Kagame baragenda bakarimagura imilima y'umuturage ngo baraca amaterasi, batitaye ko uwo muturage adashobora guhita abona ifumbire yo gushyiramo. Birazwi kandi ko kugira ngo ahakozwe amaterasi hisubize hagomba nibura amezi atandatu! Ubwo umuturage akaba abuze igihe kimwe muby'ihinga. Muri icyo gihe avukijwe uwo muturage aba atungwa n'iki? Ibyo byarabaye ku Rugarika, byarabaye i Musambira n'ahandi n'ahandi.

Tariki ya 7 Werurwe 2013, Umukecuru Mukarwego Fatuma w'imyaka 56 yatawe muri yombi azira ko yanze ko bamurandurira imyaka yihingiye, nta ngurane ahawe. Umutegetsi w'akarere ka Kayonza, yakoresheje inama y'abaturage afata  Mukarwego Fatuma amwicaza imbere y'abaturage maze ababwira ko agiye kumufunga kubera ko ngo afite ingengabitekerezo akaba anarwanya gahunda za leta. Cyo namwe nimunyumvire da!

Mbere FPR yatemaguye intoki zo mu Bugoyi ku Gisenyi ivuga ko ari ukugira ngo abacengezi batazihishamo. Itemagura intoki i Gitarama igira ngo bahinge indabo. Yaciye ihingwa ly'amasaka mu bahinzi ba Kinigi cya Ruhengeri, ihatira Urwanda rwose guhinga ibigori nk'aho ari byo byonyine byari bisanzwe bitunze abanyarwanda bose.

Politiki iriho muri iki gihe yo kurandura imyaka y'abaturage, ugatema intoki zabo, uretse no gukungura, kuko ari amahano atarigeze aba i Rwanda, ikwiye kuvaho burundu. Igihugu ntigikwiye kuvuga ko kiri mu mahoro kandi abaturage bacyo bicwa n'inzara. Birazwi hose ko inzara n'ibibazo by'ubukungu aribyo bikurura imidugararo kw'isi yose, bikazana intambara z'urudaca. Mu Rwanda abantu benshi ntibakicishwa amasasu, ahubwo politiki y'ubuhotozi itindahaza abanyarwanda, ikabicisha inzara bucece ni yo yahawe intebe na Kagame n'agatsiko ke kayobora FPR n'igisirikari cye.

Iyo Politiki ya FPR ishyirwa mu bikorwa n'abakozi yishyiriyeho bahembwa ibya mirenge, bashishikajwe n'imihigo yo kumurikira Kagame. Ibihingwa byakwera byarumba, izuba ryacana cyanga imvura ikica imyaka, abo bakozi b'ingoma ntibazabura aho bahahira. Ibitoki birava i Buganda, ndetse twumvise ko n'iyo ibintu byagenze nabi hari abirukankira mu bihugu duturanye bakagulizwa ibigori byo kuzamurika, umuhango warangira bakabisubiza.

Kuki Kagame ahisha inzara iba mu Rwanda?

Abantu birirwa babeshya ngo u Rwanda rwateye imbere, Kagame agulira abahanga b'abanyamahanga ngo bamukorere propagande (lobbies) abariha amafaranga yagafashije abanyeshuri, agahemba abarimu, agashakira abantu imiti ngo avugwe neza n'amahanga, akomeze akandamize abanyarwanda. Aliko se ko ikinyoma kigeraho kikabura imbaraga ukuli kukigaragaza, bimaze iki rwose?. Urugero, hari ibiro byo mu Bwongereza byitwa W2Group/Delaware bihabwa 50.000$ ku kwezi muri urwo rwego rwo gutambutsa propagande. Ntituvuze umutungo ugenda kuri Tony Blair n'abakozi be baba i Kigali. Uyu muntu Blair wakagombye kuba inyangamugayo yirwa asobanura ko Kagame agomba guhabwa amafranga y'imfashanyo ngo kuko yateje abanyarwanda imbere? Ntabwo rwose abikorera izindi mpuhwe cyangwa se agahinda k'abanyarwanda kaba kamuri ku mutima, si n'ukuli abanyarwanda babamo ashingiraho, ahubwo ni uko izo mfashanyo zihagaritswe we n'abakozi be bahahombera.
Uretse abanyamahanga berekwa Kigali y'abakire gusa, FPR igakora uko ishoboye ngo batabona ubutindi buri mu cyaro, nta munyarwanda utazi ko ubukene bugejeje abanyarwanda aharindimuka. Yemwe n'abahembwa imishahara ya "Serum"cyanga abanyeshuri babuze uko bigira,  barabizi.

Inzara imeze ite n'imishahara ihari?

Ibiciro by'ibiribwa by'ibanze birahanitse kubera ibigulishwa bike. Ibyo FPR yaciye nk'ibitoki, bituruka  mu bihugu duturanye. Abahembwa imishahara mito n'abanyshuri ntibagishobora kwitunga.
Imishahara y'abantu batunzwe n'akazi gusa itanga ikigereranyo cy'ukuntu umuntu ashobora kwitunga.
Havugwa ko umuryango w'abantu batanu (umugabo-umugore- n'abana batatu) batungwa hafi na 2053 kg z'ibinyabijumba cyanga ibitoki, 225Kg z'ibinyamisogi (ibishyimbo, amashaza, soja), 170kg z'ibinyampeke (amasaka, ibigori, umuceri) ku mwaka. Imhuguke zemeza kandi ko kugira ngo umuntu abone intungamubiri zihagije, abishoboye bakoresha ku munsi 1kg cy'ibijumba/ibitoki/ibirayi cyanga imyumbati na 1kg cy'ibishyimbo/amashaza/soja, abasilimu bakongeraho amata, umugati, imboga, isukari (200g), n'inyama (500g), n'amavuta maze ukongeraho umunyu n'ikwi zo kubiteka. Dushingiye ku biciro biciriritse mu Rwanda rw'ubu, dusanga hagomba amafranga akabakaba hagati ya 3.000FRw na 4.500FRw. Bivuga ko umuryango wagombye kubona nibura 90.000-135.000FRw ku kwezi.

Watekereza amafranga agomba kugenda ku mashuri y'abana, kwivuza cyangwa mutuelle, umusanzu wa FPR, ayo gutanga mu "Gaciro",  gukodesha inzu cyanga kwishyura umwenda w'inguzanyo, aya za taxi cyanga Bus, ugasanga  ikibazo ali ingorabahizi, gishorwa n'umugabo kigasiba undi.

Iyo urebye imishahara y'abarimu, ivugwa muri gazeti ya leta  ITEKA RYA MINISITIRI W'INTEBE N°92/03 RYO KUWA 01/03/2013 RIHINDURA KANDI RYUZUZA ITEKA RYA MINISITIRI W'INTEBE N°53/03 RYO KUWA 14/07/2012 RISHYIRAHO IMISHAHARA N'IBINDI BIGENERWA ABAKOZI BO MU BUTEGETSI BWITE BWA LETA , wibaza ikibatunga bikakuyobera.

Ntitwiliwe tuvuga ibibazo by'abanyeshuri bageze aho kujya biyahura. Birunvikana kandi, kuko abana benshi biga muri Kaminuza ya Leta ni bene "Ngofero" birihira, mu gihe ab'abakire n'abategetsi biyigira mu mahanga, abenshi bafite za bourse.

Biragaragara ko politiki y'ubuhinzi-bworozi ya FPR ntaho izageza abanyarwanda.

None hakorwa iki?

Icya mbere kigomba gukorwa ni kumva ko umuturage ari we utunze urugo rwe. Kuva kera na kare, umuhinzi-mworozi yahingaga imyaka inyuranye, akaba "nyamuteganiliza akazaza ejo". Agahinga imbuto yera vuba n'itinda, akavanga izihanganira imvura n'izihanganira izuba, imwe yapfa indi ikarokoka ikera. Mu misozi iciriritse agahinga imbuto zibikwa mu murima nk'ibijumba n'imyumbati, akagira urutoki rwo kumuramira amapfa ateye. Mu misozi miremire bagahinga ibirayi, ibigori n'amasaka bakabihunika bakoresheje uburyo bwinshi butandukanye. Kuba FPR ihatira abantu guhinga ikintu kimwe aho kubaha agahimbaza musyi ngo babyitabire ni Politiki mbi ikwiye kugawa.

Ntiturwanya ibigori rwose. Ikigori ni igihingwa cyiza iyo gihingwa mu mirima irumbutse n'ahantu hagwa imvura ihagije. Iyo imirima igundutse igihingwa cy'ikigori ni cyo gicika mbere. Ntabwo lero bihagije gufata icyemezo ngo abantu bazahinga ibigori utabafashize kubona inyongera-musaruro cyanga kubabonera amazi bikeneye.

Gushishikariza umuhinzi igihingwa iki n'iki ni ukumwereka inyungu agifitemo, ko nagisasura azashobora kugura ibyo atahinze, ko kimuzanira amafranga kurusha ibindi.
Ni ukumushakira isoko, ukamworohereza ubwikorezi no gucuruza umusaruro we, ugatunganya imihanda, ntihabeho itoneshwa ry'abacuruzi bamwe na bene inganda bagulira umusaruro w'abaturage igihe bashakiye no ku giciro bishakiye. Ni ngombwa ko haba ipiganwa, umuturage akagurisha aho ashatse. Ni ukumufasha kwongera umusaruro umuzanira inyongera-musaruro. Ibi kandi ntibigomba kuba amagambo gusa. Nabonye ubwitange bisaba kuko nabikozemo mu Mutara no ku Gikongoro aho twari tugiye kuvana ako karere mu nzara ku buryo budasubirwaho iyo intambara idatera. Ubwo bwitange bisaba sibwo FPR igaragaza cyangwa se ikoresha muri ibi  bihe.

Imibare yerekana ukuntu leta ya FPR ishora imari ivanye mu mfashanyo iteye agahinda. 12% bishorwa mu by'ingabo n'ibyo Kagame yita umutekano w'igihugu kandi ari uwe n'agatsiko ke, mu buhinzi ashoramo atageze no kuri 1%. Aho kugira ngo Kagame yirirwe apfusha amafranga ubusa agulira ibigo byo kumutaka mu banyamahanga, ashoza intambara muri Congo, ashora ibya mirenge mu kuneka no guhashya abatavuga rumwe n'ubutegetsi, ahiga abanyarwanda b'impunzi ashaka kubacura ku gahato aho kubaha ituze ngo batahe ku neza, aneka abanyarwanda kubera ibitekerezo byabo, ababuza uburyo cyanga abafunga kandi atarashoboye guca inzigo, aho kwilirwa asabiriza amafranga yo kwubaka za gereza zo kumariramo abatavuga rumwe nawe, yari akwiye gushora Imari mu buhinzi, ibiribwa bikaboneka, abafite imishahara mito bakabona uko bitunga banikenura. Bityo umuhinzi akongera umusaruro n'umutungo, akabona amafranga amukenura, nawe agashobora kurihira abana amashuri, agashobora kugura ibikoresho abanyamyuga bakora nabo bakabona akazi n'amafranga, nuko ubukungu bugatera imbere muri rusange.

Icyo FDU-Inkingi izazinira abanyarwanda, ni uguca inzigo bagahabwa ituze, hakabaho ubutabera, abanyarwanda bakabana mu mahoro, n'abatavuga rumwe n'ubutegetsi FDU izaba irimo bagahabwa umwanya, bityo amafranga apfushwa ubusa ngo bararwanya abanyarwanda, agashorwa mu buhinzi, mu mashuri, mu mavuliro n'ibindi bikorwa bya kijyambere.

Vision 2020

Iyo gahunda iteganya ko abanyarwanda bazagera ku $900 ku muntu muri 2020. Hasigaye imyaka 7 ngo tube twasingiye uwo mwaka.

Kuri ubu Urwanda rurimo ibice 2: abakire n'abakene. Ubukire bw'igihugu burenze 40% bwikubiwe n'abantu batageze kuli 10%; ubukene bwokamwe abanyarwanda barenze 60%  muri  aba 90% baba mu cyaro. Ubucuruzi bwikubiwe n'ibigo bya FPR bigura umusaruro w'abaturage igihe bishakiye no ku giciro bishakiye.

Abanyarwanda barenze 95% batunzwe n'ubuhinzi n'ubworozi kandi 90% y'abanyawanda baba mu cyaro, imibereho myiza y'abaturage rero ntabwo ali  iyo ababa mu mijyi gusa.

FDU izakora ibishobotse byose ngo umuhinzi yihitiremo igihingwa kimunogeye, yite ku bitunga umuryango we ariko anashishikalizwe ibihingwa bimuzanira amafranga azatuma agura ibyo adashoboye kweza. Muri urwo rwego, izibanda gusakaza inyongera-musaruro (amafumbire mvaruganda, ishwagara, imiti irwanya indwara z'ibihingwa) ishore n'umutungo utubutse mu bushakashatsi bw'ubuhinzi, no mu mirimo yo guteza imbere ubuhinzi busukirwa amazi aho guhora bategereje imvura. Ibyo bizakorwa cyane cyane mu turere tw'Umutara, Ubugesera, Amayaga , no mu karere ka Rusumo.

Mu misozi miremire hazashyigikirwa: ingano, ibigori, ibirayi, amashaza n'icyayi.

Mu misozi iringaniye: urutoki, imyumbati, ibijumba, amasaka, ibishyimbo, ubunyobwa, soja, ibihwagari.

Mu bibaya n'imibande izasukirwa amazi agomewe: umuceri, ibigori, soja, ibisheke, ubwatsi bw'amatungo;

Ibindi bihingwa nk'imbuto (fruits), indabo, imboga, ibireti, itabi, etc. bizitabwaho hakurikijwe imiterere bwite ya buri karere n'iy'ubutaka.

Kugira ngo ubukungu bwiyongere mu cyaro, hazashakishwa inkunga zisesekaza imilimo y'amaboko mu cyaro "HIT-PSTP-HIMO", izongera ubukire n'amafranga mu cyaro ku buryo bizatuma naho hongerwa imilimo n'ubucuruzi bunyuranye.

N'ubwo igitekerezo cya "Girinka" atari kibi mu mitekerereze yo gufatanya ubuhinzi n'ubworozi, ariko gishyirwa mu bikorwa ku buryo bufutamye. Kwororera inka ya kijyambere mu kiraro bisaba kuyihingira ubwatsi no kuyishakira amazi ahagije  ( 50-100Lt ku munsi bitewe n' umukamo inka izatanga). Mu mirima itaragunduka, inka iba ikeneye ubwatsi buhinze ku buso 25-50 ares ( are 1=100m2) . FDU izashyigikira ubworozi mu turere ikoranabuhanga lizatuma amatungo atanga umusaruro ushimishije.

Mu turere tubamo amasambu mato atageze kuri 1,5-2ha, FDU izashishikaliza abahinzi-borozi guteza imbere ubworozi bw'amatungo magufi cyane cyane : ingurube, inkoko, inkwavu.
Izafasha aborozi gucuruza umutungo wabo, kworora amatungo ya kijyambere no kuyashakira ibilibwa n'imiti ngo nayo yongere umusaruro ku buryo bushimishije.

Ku kibazo cy'amasambu, FDU izaca icyorezo cyateye cyo kunyaga abaturage amasambu yabo akagabirwa abatoneshejwe cyangwa se abanyamahanga.

Kigeli V Ndahindurwa: A King With No Country

A King With No Country

He ruled Rwanda for just nine months before fleeing a revolt and has spent the last half century in exile, powerless to stop the violence that ripped through his country. Now 76 and living on public assistance in Virginia, Kigeli V Ndahindurwa longs to return to the throne—but only if his people want him back.

The last king of Rwanda lives in low-income housing, at a dead end between US Route 66 and State Route 655 in Oakton. He is 76 years old now, his tottering seven-foot-two-inch frame stooped by age and the vagaries of fate.
His working-class neighbors in the complex of connected Section 8 townhouses know little about his faraway homeland. But Kigeli V Ndahindurwa has lived at the Oak Creek Apartments long enough to have won an honorific.
"They call me the King of Africa," Kigeli told me when we first met, delight breaking across his face. "Ah, it's good. It's good."
In 1996, Paul Kagame, now president of Rwanda, told Kigeli (pictured) he was welcome to come home but not as king. Kigeli said that was for the people to decide. Photograph courtesy of Alex Montague.
In English, a language that normally eludes him, His Majesty said that the children of the Oak Creek Apartments had a particular fondness for their real-life colossus of a neighbor. They turn up at his doorstep, claiming a birthday and reaching across the threshold for a treat. "I give them sweets," Kigeli said, his long limbs shaking with laughter. "I give them chocolates."
" 'No, no, it's a liar!' " he went on, mimicking his exchanges with the children, some of whom seem, oddly, to have more than one birthday a year. " 'No, no, it's a birthday!' "
The task of distinguishing the truth tellers from the cheats also confronted Kigeli during his short time on the throne. But the stakes back then—a half century ago—were considerably higher.
Back then, the fate of an entire country and the future of a centuries-old dynasty hung in the balance. Now, only the passing happiness of a few Virginia children.
I had driven through the housing complex and wanted to see the inside of Kigeli's home, but his longtime assistant and translator, Boniface Benzinge, warned that it wasn't suitable for official audiences. "He is living very humbly," said Benzinge, who is 78. "It is not a king's place."
So we met in the lobby of the Fairfax Marriott at Fair Oaks. Kigeli deems the roadside hotel more appropriate for royalty, even if it means dipping into his paltry savings for a taxi ride. (Kings don't drive—this one doesn't even have a license. "He must be escorted," Benzinge told me.) The hotel, wedged between Route 50 and the yawning parking lots of Fair Oaks Mall, is also a convenient spot for Benzinge. When he isn't serving as the king's chancellor, Benzinge is a part-time mattress salesman at the mall's Sears.
We had been chatting for four hours when the subject of Kigeli's neighbors came up. It was the most animated I'd seen him. Benzinge was translating from Kinyarwanda, the native Rwandan tongue. But on the subject of his neighbors, His Majesty needed no liege.
"The King of Africa?" Kigeli, who has a receding Afro and a long, genial face framed by narrow eyeglasses, looked as though he were considering the phrase's ring. Then he smiled and shrugged. "Okay! The King of Africa!"
If only other people—important people, his own people—were as easily persuaded.

If Westerners know Rwanda at all, it's as the site of a genocide the world ignored. Over 100 days in 1994, nearly a million Rwandans were murdered by other Rwandans, a massacre of the country's Tutsi minority by its ruling Hutu majority. Bill Clinton would call his administration's failure to intervene one of the biggest regrets of his presidency.
Kigeli V (as in the fifth) might himself have been easily forgotten, an accidental, throwaway ruler of one of the smallest and poorest countries in Africa, the last twitch of a monarchy abolished in 1961 as Rwanda moved from colonial feudalism to independence. Kigeli drifted in exile for decades, trundling from one African sanctuary to the next. A man with a kingdom had become a man with a street corner, like the one in Nairobi where curiosity seekers in the 1980s paid a few shillings to meet someone who'd once worn a crown.
But the genocide and its political aftermath opened a door, if ever so slightly, for Kigeli's return—possibly even his restoration. Arriving penniless in the United States in the early 1990s, Kigeli robed himself in the mythology of the Rwandan monarchy: He was the eye through which God looked upon Rwanda, a father figure above clan, politics, and tribe, singularly qualified to pacify his fractious children.
"My heart, which beats with both Tutsi and Hutu blood, grieves," Kigeli told guests at a luncheon in 1994. "Rwanda must go back to the future. Now the time has come to restore what has been good in the past."
He told people he was ready to come home, to take the throne again. But not by force. He was a modern, democratically minded ruler. He would be content with a palace, some guards, and a ceremonial role, like the queen of England. But first the people should decide. If Rwandans voted him back as king—as he's confident they would—he would serve. If not, he'd accept the demotion to ordinary citizen. All he wanted was a chance.
Could the last in a line of once-absolute monarchs be any more sensible? The difficulty was that, by 1994, few Rwandans really knew him. The country's post-genocide leaders, members of the Rwandan Patriotic Front, had distanced themselves from the king as they prepared to retake power, with violence if necessary, in the early 1990s.
When Kigeli visited the State Department in 1994 to "talk about his options," political backing from the US wasn't on the table. "We told him perhaps he could get a job as a professor, teaching African history," a spokesperson told the Washington Post at the time.
Nor could Kigeli bankroll his own campaign. He gets by on food stamps, a Section 8 housing subsidy, Medicaid, and private donations of cash and clothing, as well as the occasional sale of Rwandan knighthoods to jet-set strangers in search of novelty status symbols.
Timothy Longman, a Rwanda scholar who directs Boston University's African Studies Center, says that royal riches in Rwanda weren't particularly fungible. "The monarchy amassed a lot of wealth in cattle and land, neither of which do you any good when you're in exile," Longman explains. "He couldn't ship hundreds of cattle to Washington."
Kigeli's case for restoration was thus left almost entirely in the hands of other people, not all of whose motivations overlapped with his own.
One of the first to leap to his aid was the Monarchist League, a 70-year-old British group that campaigns for the preservation and restoration of kingdoms the world over, largely through receptions and newsletters.
Never before Kigeli V Ndahindurwa had the league encountered so available a king. "He was the only one who came across our radar who was completely bereft of outside help," says Charles A. Coulombe, a leader of the league's Los Angeles chapter, which took Kigeli under its wing. "There's really not been anyone else in quite the position he's in. The [descendants of] the shah of Iran and emperor of Ethiopia live in Virginia, and there are a lot of Ethiopians and Iranians they can turn to. But when he came here, the Rwandan king had nobody. "

How Kagame’s assassins planned and executed the death of Major Alex Ruzindana

How Kagame's assassins planned and executed the death of Major Alex Ruzindana

Major Ruzindana Alex, who was assassinated on orders of blood thirsties President Kagame using his killing death squads which immediately mercilessly burnt his dead body into ashes
Gasasira, Sweden
Umuvugizi has for sometime been investigating the reasons why Kagame's assassins murdered in cold blood Rwandan hero Major Alex Ruzindana, one of the Rwandan brave soldiers well known for his astuteness and also for condemning the criminal acts by Kagame's security organs.
Investigations by Umuvugizi on the cruel murder of Major Alex Ruzindana, who was killed few days after he had been retired from the army, for his divergent views, where he used to publically condemn the dictatorial tendencies of Kagame, sources confirm that there were other compelling secreted reasons why Kagame gave orders to pitilessly kill this hero that saved hundreds of people during the 1990-94 war and sacrificed very much not only for his country but even in the region.
The investigations by Umuvugizi reveal that this cruel murder of Maj. Ruzindana who was well known for his excellence and daring actions at the frontline, happened after Gen Jack Nziza who was by then the director of Directorate of Military intelligence (DMI), wrote a damning fictitious report accusing him of talking with some of his former comrades and senior high-ranking officers in the Ugandan military. To this murderer, Gen Jack Nziza, the action of his interacting with his former comrades in Uganda , was one of the major reasons why Ruzindana was supposed to be murdered, especially after his fellow murderer Kagame, expressly after receiving the malicious report approved the murder of Major Ruzindana without even listening to him or allowing him to provide his story on the authenticity of the malicious allegations by Gen Jack Nziza.
After receiving the report from Gen Jack Nziza recommending that Major Ruzindana had to be killed, Kagame who is also well down for his craving to spill blood, immediately asked Gen James Kabarebe, who was by then the deputy Chief of General Staff, to order captain Butera Vianney alias Kavugure, who was a very close friend of Major Alex Ruzindana, to look for him and entice him into mineral business known by that time as Colta well knowing that he couldn't resist because he had worked with Butera Vianney, for long time in the military particularly Alpha unit and in the RDF First Battalion.
However the intention here was not business but on orders of president Kagame through Gen James Kabarebe , Captain Butare's role in this murderous crime as assigned by president Kagame was to make sure that he successfully dragged Major Ruzindana Alex into an ambush of president killing squad on there way to Butare heading to Bukavu through Nyungwe Forests .
On orders of president Kagame through Gen Jack Nziza, Rwanda Defence Force Brigade attached in former Butare Brigade situated in Southern Rwanda was the one which was assigned to carry out this murderous crime in connivance with President's Kagame's killing Squad under the Counter Intelligence in the Notorious directorate of Military Intelligence "DMI".
Sources within Rwandan Intelligence confirmed to Umuvugizi that the actual crime of murdering Major Ruzindana Alex was perpetuated on 7th May 2001, when President Kagame issued a death penalty to his fellow war comrade through murder minded Gen Jack Nziza who was the chief of the notorious directorate of military intelligence but on conditions that they were to clandestinely carry out this murderous activity in President Kagame's Military Intelligence grave yard which situated in an isolated place in Nyungwe Forests ,where his notorious intelligence organs man slaughters such people of high profile cases approved by president Kagame to be exterminated .
After the approval of death penalty of Major Ruzindana Alex by the blood thirstiest President Kagame, a team headed by Lt Col Karangwa who is currently heading one of RDF Combat battalion which is on UN Peace Keeping Mission in Darfur , as a reward of having massively assassinating innocent civilians and fellow service men during the time he was heading Rwanda's counter Military intelligence made surveillance to the vehicle which Major Ruzindana Alex had travelled in, driven by Captain Butera Vianney aka Kavungure who was acting on orders of Gen James Kabarebe in order to drag him in an ambush of President Kagame's killing squad attached in a RDF Brigade in Southern Province .
Another murderous blue eyed Son of president Kagame , Inspector General of Rwanda's Police Gasana Emmanuel who was by that time a captain and Intelligence officer of that Brigade in former Butare Provinces alerted his colleagues who are famously known of having carried out cleansing in areas of Former Butare ,Gikongoro and Changugu and who where at that time also in charge of his bleeding Grave yard in Nyungwe Forest in order to execute the murder of Major Ruzindana Alex.
According to a senior Military Intelligence officer who was close to them revealed that a team under IGP Gasana Emmanuel made of Murderous Lt Col Tinka Faustin who was also groomed and promoted from the rank of Captain to Lt Colonel because of cleansing innocent civilians and his fellow military service men in Southern Province , a murderous character which also awarded him to be deputy director of Rwanda's notorious directorate of military intelligence with special assignments of being answerable to Rwanda's killing squad in 2007 up to 2010 plea to his deployment in Rwanda's embassy in Tanzania as the Military attaché, others officers who happens to have same bloody thirst back ground who were attached to the RDF Brigade under directives IGP Gasana Emmanuel who were involved in this assassination execution were Major Migabo Augustin and retired Captain Serivatori.
Among the killing squad which were under directives of IGP Gasana Emmanuel who personally got involved in the assassination of Major Ruzindana Alex was Lt Kalisa Faustin who was attached to that Brigade as political commissar who is also famously of having characterized of shedding blood of innocent civilians and fellow service men through out his military carrier , a merciless murderous background which later on awarded him to be one of officer staffs in president Kagame's murderous counter Military intelligence and due to his successfully murderous operations he was later on ironically awarded to head a sensitive post of being chief of Special Intelligence which is under Rwanda National Police , an organ which is deals with day to day life activities of innocent Rwandan Civilians .
On that same day these two parallel killing squad headed by Lt Col Karangwa John from Notorious Directorate of Military intelligence and another one headed by IGP Gasana Emmanuel who was the Bridage I.O in Southern region by that time ambushed the vehicle driven by Gen James Kabarebe's puppet Lt Col Butera Vianney which had arrived in Butare around mid day and abducted Major Ruzindana Alex who was immediately dumped in a vehicle which was driven by Lt Col Tinka Faustin protocoled by another convoy which was carrying members of the above mentioned two parallel killing squad which headed to president Kagame's bleeding grave yard in Nyungwe forests.
One of the spies who closely worked with those two killing squad which were led by IGP Gasana Emmanuel and Lt Col Karangwa John, told us in these words: "We were very much hurt to see that blood thirstiest Kagame depended on malicious allegations and baseless report issued by murder minded Gen Jack Nziza, and gave orders to kill an old retired senior military officers like Major Ruzindana Alex . I very much recall before he was killed, how he cried requesting his killers to allow him talk to his family and children for the last time but sadly enough was denied that last chance by President Kagame's killing squad and instead brutally killed in cold blood.''
Another spy we talked to who also participated in the murder of Major Ruzindana Alex, told us that soon or later those assassins of Kagame he has used several times in such cruel murders will be arrested and punished.
He told us that the death of Major Ruzindana is not a secret anymore, pointing out that all those who participated in the murder were instead rewarded with juicy posts both in the military and national police. He ended his testimony with irrefutable evidence graphically showing that it was Kagame's murderers that assassinated Major Alex Ruzindana given that one of the members of the killing squad which was executing that same action of butchering him, Lt Col Tinka Faustin up today incur a permanent damage of losing two front teeth due to punch of a sharp blow he was given by Major Alex Ruzindana when they were mercilessly butchering him alive .
Another evidence showing Kagame and his spies involvement in the murder of Maj. Ruzindana, is that after the Rwandan media and the family of the deceased beloved one accused Captain Butera Vianney as the one who was behind his murder given that he is the one who had picked him at his residence on orders of Gen James Kabarebe as advised by president Kagame himself . President Kagame in return carried out a judicially comedy of arresting Lt Col Butera Vianney which was intended to publically preempt evidence of the assassination of Major Ruzindana sighted by the victim's family which had got a rightly clue on the murder of their beloved one. Shocking enough was that the family of Major Ruzindana Alex and Media were caught in grief after president Kangaroo military courts shamelessly released the suspect who was supposed to be charged of conspiracy to Murder and instead as recommend by president Kagame himself, the murderer who was at a rank of captain was awarded by promoting him to the rank of Lt Colonel.
Rwandans whom we talked to during our investigations about the sudden disappearance and inhuman murder of Major Ruzindana Alex will never forget the bewitching and evil orders of President Kagame issued to his killing squad to mercilessly burn the butchered body of their colleague retired Major Ruzindana Alex into ashes during that scene of crime which took place in his notorious intelligence's bleeding grave yard situated amidst Nyungwe Forest, an order which was intended to preempt and diminish any future evidence of those who perpetuated his death.
