Lord Lawson: 'Britain is funding Africa's next tyrant'

Former chancellor Lord Lawson condemns the Conservative-led coalition's rising aid payments to Rwanda, a country which he says is run by "an unscrupulous monster", writes Jonathan Miller.

That Britain's overall aid budget should be also increasing by a third at a time of austerity - when public service spending in Britain is being slashed - is, Lord Lawson said, "particularly crazy" and "impossible to justify." He was speaking to Channel 4's Dispatches, for the progamme Where Has Your Aid Money Gone? to be broadcast tonight (8pm, Channel 4).

The former chancellor said it was a mistake to continue to provide aid to Rwanda, which he branded "an unsavoury regime," whose president, Paul Kagame (pictured above) "gets his opponents murdered. The human rights abuse in Rwanda is appalling. It is even worse than Zimbabwe. I think he's worse than Mugabe."

Lord Lawson's comparison chimes with the view of Rwandan opposition politicians and dissidents who have spoken to the programme. Several warned that Rwanda is going the way of Zimbabwe and that Britain's aid money - which will total £251m over the next three years - is bankrolling Africa's next tyrant.

International human rights groups have documented an alarming deterioration in human, civil and political rights in Rwanda. The Kigali regime was also accused by the United Nations last week of starting, financing, arming and controlling a violent rebellion in neighbouring Congo, which has displaced more than half a million people.

When the UN allegations first surfaced six months ago, Britain suspended a £16m aid instalment to the country. Most of Rwanda's other aid donors, who together provide 40 per cent of the national budget, also suspended aid payments. A few weeks later, however, Britain unfroze its aid, the only donor to do so. A fresh tranche of £21m is due next month.

This year, Britain will give Rwanda £76m. Next year, this will rise to £85m. More than two thirds of this aid - which is worth more to Rwanda than it allocates to military spending - goes straight to the national treasury, most of which can be spent at the government's discretion.

Lord Lawson (pictured, right) told Channel 4 that it had been a mistake to unfreeze the earlier payment and he urged Justine Greening, the recently-appointed Secretary of State for International Development (DfID), not to hand over the money due in December.

DfID has said in the past that supending aid payments hits the poor hardest and does not damage the ruling elite. It has also repeatedly cited a Rwandan government statistic that British aid has helped lift one million people out of poverty in the country in the past five years alone.

But a joint statement released by Ms Greening and William Hague, the foreign secretary, last week said the evidence of Rwanda's involvement in Congo was "credible and compelling" and said it would influence future decisions on aid. The government of Rwanda has repeatedly denied the UN allegations.

Lord Lawson also criticised David Cameron's pledge at the UN in September to raise the proptortion of its national wealth which Britain gives away in foreign aid to 0.7 per cent by 2015. This will increase the annual aid budget to £10.9bn, from £7.9bn this year - in the face of defence cuts in Britain of £4.4bn. Today, the Institute for Fiscal Studies said the government may need to find another £11bn from tax rises or welfare cuts if the economy continues to flatline.

"The philosophy of DfID is just to shovel the money out of the door as quickly as they possibly can in order to reach this target as soon as they can," Lord Lawson said. He added that an all-party report from the Economic Affairs Committee of the House of Lords last year said the 0.7 per cent target should be abandoned.

"It is simply talking about a quantity of money, not the effect that it might have, which is crazy, particularly... at a time when all other public expenditure programmes are having to be scaled back. For this to be roaring ahead unchecked," he said, "is very foolish indeed."

Lord Lawson, who is credited with dramatically reducing Britain's budget deficit during the mid-1980s, said he believed that Mr Cameron had commited to the 0.7 per cent figure in order to improve the image of the Conservative party and is, in his view, "a great mistake."

Congo rebels say will withdraw from Goma

GOMA, Democratic Republic of Congo (Reuters) - Rebels in the Democratic Republic of Congo said on Tuesday they would pull out of the eastern city of Goma in an apparent stalling of their drive to "liberate" the whole country.

However, the situation on the ground remained far from clear after the rebels' political and military leaders gave conflicting statements over their intentions.

The eight-month insurgency has threatened to develop into an all-out war in a region dogged by nearly two decades of conflict that has killed more than 5 million people and is fuelled by competition over mineral resources.

The Ugandan military, which has coordinated talks with the M23 rebels, said earlier that M23 leader Colonel Sultani Makenga had agreed to a plan drawn up by regional heads of state for the rebels to leave Goma within 48 hours, with no conditions.

But the political head of M23, Jean-Marie Runiga, later told journalists in Goma they would withdraw from the city only if President Joseph Kabila agreed to their demands. The Congolese government dismissed the chances of this happening.

"There's no division, General Makenga has said that we'll withdraw, so that's what we're in the process of doing," deputy M23 spokesman Amani Kabasha told Reuters by telephone.

"If we withdraw the force, everyone leaves ... It's not contradictory (to Runiga's statement). He said we were prepared to withdraw from the town but that Kabila must listen to us."

Kabasha said the entire movement would head 20 km towards the town of Kibumba, directly north of the city.

Makenga confirmed the decision to pull out from Goma to Reuters by text message, without giving further details.

U.N. experts say the M23 rebels are backed by Rwanda. The rebels captured Goma last week after Congolese soldiers withdrew and U.N. peacekeepers gave up defending the city.

Runiga had told reporters in Goma his forces would withdraw only if Kabila held national talks, released political prisoners and dissolved the electoral commission, a body accused by Western powers of delivering Kabila a second term in a flawed 2011 election.

He said Kabila's government was rotten with corruption, lamented the country's dilapidated roads and said Congo's only schools and hospitals had been left by Belgian former colonial rulers. He said any talks would have to tackle such issues.

"We are fighting to find solutions to Congo's problems. Withdrawal from Goma is not a precondition to negotiations but a result of them," Runiga had said.

NO SIGN OF PULL-OUT

The conflicting statements indicated a solution to the insurgency in eastern Congo, which has displaced 140,000 civilians according to the United Nations, was not close.

Lambert Mende, Congo's government spokesman, said the pullback was expected to take until Friday but that it was too early to say if it would definitely happen.

"We prefer to wait, these are not people who keep to their word," he told Reuters by telephone from the capital kinshasa.

Ugandan military chief Aronda Nyakayirima told journalists in Kampala the plan specified M23 would begin its withdrawal on Tuesday. Government troops would enter Goma two days later, followed by a visit by regional defence chiefs "to evaluate the situation and find out whether all these timelines were met".

No rebel soldiers were visible in Goma on Tuesday evening.

"We haven't yet seen any significant troop movements out of the city," Hiroute Guebre Selassie, head of UN mission in Congo MONUSCO's North Kivu office, told Reuters.

African leaders had at the weekend called on M23 to abandon their aim of toppling the government and to withdraw from Goma.

The Great Lakes heads of state also proposed that U.N. peacekeepers in and around the city should provide security in a neutral zone between Goma and new areas seized by M23.

POTENTIAL TO ESCALATE

In a potential further escalation, Rwanda said on Tuesday its troops clashed with Rwandan FDLR rebels who attacked three villages on its border with Congo.

FDLR spokesman La Forge Fils Bazeye said on Tuesday evening that his fighters had attacked Rwandan army positions on the border north of Goma.

"I want to confirm the clashes between our fighters and the Rwandan army, some of our fighters are still there, the fight continues," he told Reuters by telephone.

Rwanda has in the past used the presence of the FDLR as a justification for intervening in neighbour Congo. But the rebel group, which experts say has dwindled in strength, has not mounted a significant attack on Rwanda in years.

Rwanda government spokeswoman and Foreign Affairs Minister Louise Mushikiwabo said they would not allow Tuesday's attack to interfere with the regional push to bring peace to eastern Democratic Republic of Congo.

"This morning's attack by the FDLR forces from their bases in DRC is clearly an attempt to take advantage of the volatile situation in Eastern DRC," she said in a statement.

"We will counter any violation of Rwandan territory by the FDLR and continue to protect our borders but will not allow today's fighting to derail the ongoing regional peace process."

Congo and U.N. experts accuse Rwanda of backing the M23 group in eastern Congo, which has big reserves of gold, tin and coltan, an ore of rare metals used in making mobile phones.

That is denied by Rwandan President Paul Kagame who has long complained that Kabila's government and U.N. peacekeepers have not done enough to drive out the FDLR from eastern Congo.

MS. NULAND: Please.

QUESTION: Given the deteriorating humanitarian situation, could you detail what the diplomacy has been?

MS. NULAND: Thank you for that. Assistant Secretary for African Affairs Johnnie Carson is currently in the region. He is joined there by his UK and his French counterparts. They have met with President Museveni. They are meeting with other regional leaders in an effort to promote a peaceful, sustainable resolution to the conflict. They're going to be going on later today. They were in Kinshasa today; they're going on to Kigali. And they will obviously also be in the DRC. They're going to meet with presidents in all countries and with other senior officials. The goals remains the goal that we outlined last Tuesday or Wednesday. We want to see a ceasefire. We want to see a pullback to July lines. We want to see a sustainable process of negotiation and discussion of the status of the eastern Congo with all the stakeholders – Museveni, Kagame, and Kabila – leading this process together along the lines of the joint communique that they issued on November 21^st and the ICGLR's November 24^th call for where to take this. So Assistant Secretary Carson out there working this very hard this week.

QUESTION: Are you in support of changing the mandate of the UN mission (inaudible)?

MS. NULAND: I don't think we're there yet. We're at the stage of trying to figure out among the regional leaders what it's going to take. But clearly, MONUSCO was not able to do what it was mandated to do. So I think among the things we need to understand better is how this relatively modest group of rebels was able to grab and hold territory, so – and what might be needed in terms of security and stabilization going forward.

QUESTION: So given that we give roughly $400 million to MONUSCO or one of the major supporters of the American taxpayer dollars, is there a concern that our – that the dollars that we're spending are not being used properly?

MS. NULAND: Well, certainly, there's a concern that we're going to need an effective security force there, that that may require adjustments to the way we're moving forward, but I just don't want to predict where we're going to go with this, but you're not wrong that we are a major supporter of MONUSCO and it needs to be able to be effective in securing populations, which is not currently the case.

QUESTION: Hi. I'm (inaudible). I'm here for Jo and Nicolas, Agence France Presse. Just on that issue, still on Congo, there's a perception among many people of Human Rights Watch, the UN experts, some diplomats I've spoken to privately, that the U.S. is dragging its feet about blaming Rwanda directly for supporting the M23. Do you think it's not the case or do you think it's not helpful to say it so publicly?

MS. NULAND: Again, we've been very clear that we do want to see all outside support for M23 for any of these groups come to an end. That's among the –

QUESTION: Where is that outside support coming from?

MS. NULAND: Again, that's among the issues that's being discussed in this diplomacy that we're conducting this week. So I'm going to let Assistant Secretary Carson take that forward, and then we'll go from there, and we'll have a better sense when he finishes.

QUESTION: Sorry. A quick follow-up on that, but Kagame didn't even go to the – Kagame wasn't even presence in the talks over the course of the weekend. I mean, are there specific conversations that you're having with Rwanda and Kagame to get Rwanda more engaged?

MS. NULAND: Yes. Assistant Secretary Carson will certainly see him, so that's part of the plan.

QUESTION: Didn't you take some step – public step against Rwanda in terms of arms sales a couple weeks or months ago?

MS. NULAND: Yeah, we did.

QUESTION: And has that been rescinded?

MS. NULAND: No. I mean, that's still –

QUESTION: So you have called the Rwandans out?

MS. NULAND: We had –

QUESTION: I mean, that was over M23.

MS. NULAND: – suspended some of our support over M23 some time ago, yeah.

QUESTION: And that still exists?

MS. NULAND: Mm-hmm.

QUESTION: So are you saying that right now you don't want to call the Rwandans out? Because you have done it in the past publicly.

MS. NULAND: We have done it in the past.

QUESTION: Is there some reason not to do it right now?

MS. NULAND: There is no reason to do anything other than to call on anybody who might be funding any of these guys to stop doing it and to say that we are active now in the region seeing each of these leaders and trying to get them to work together.

QUESTION: Who else do you think is funding them, though – is funding M23? You said that we're calling on any outside groups. What other outside groups does the United States suspect of funding besides Rwanda?

MS. NULAND: There are many options for outside funding for this kind of stuff. That said, we have been clear about our concerns about neighboring states.
