A entendre le major Micombero,Il semble que Ntaganda aurait pris par surprise les autorites de Kigali en se rendant.Car si Il ya Quelqu'un qui Peut avoir des info de l'interieur du systeme de securite interieur C'est bien Mico.

Rebel Leader In Congo Is Flown To The Hague

NAIVASHA, Kenya — Bosco Ntaganda, a rebel commander accused of massacring civilians in the Democratic Republic of Congo, was flown out of Rwanda on Friday bound for the International Criminal Court at The Hague, where he faces 10 counts of war crimes and crimes against humanity.

Mr. Ntaganda, whose boyish looks belie a reputation for ferocious brutality, surprised many by turning himself in to the American Embassy in Rwanda on Monday and asking to be sent to the International Criminal Court. The court said it was "the first time that a suspect has surrendered himself voluntarily to be in the I.C.C.'s custody."

Born in Rwanda, Mr. Ntaganda served as a rebel commander for several different militias in Congo, where prosecutors say he recruited child soldiers and helped direct the slaughter of more than 500 civilians.

"This is a good day for victims in the D.R.C. and for international justice," said Fatou Bensouda, the prosecutor at the International Criminal Court.

United Nations investigators have made detailed allegations that Rwanda had been covertly supporting Mr. Ntaganda and that Rwandan forces had helped him carry out a rebellion last year that culminated in the brief capture of Goma, one of Congo's biggest cities.

Rwanda has denied the allegations and challenged the legitimacy of the I.C.C., but many analysts said the Rwandan government was put in an awkward spot when Mr. Ntaganda suddenly walked up to the American Embassy in Kigali, Rwanda's capital, and gave himself up. Mr. Ntaganda is thought to be around 40 years old; his nickname in Congo was The Terminator.

The American government has been urging Rwanda to help ease Mr. Ntaganda's passage to The Hague. Neither Rwanda nor the United States are members of the International Criminal Court, but the United States says that it supports the work the court does.

On Friday afternoon, the American Embassy in Rwanda said in a statement, "Bosco Ntaganda has departed the U.S. Embassy in Kigali and is being transported to the International Criminal Court (I.C.C.) in The Hague accompanied by I.C.C. personnel." Minutes later, the court said in an e-mail that Mr. Ntaganda was "in the I.C.C.'s custody."
