Rwanda’s civil liberties rating declined from 5 to 6 - Freedom House

Rwanda's civil liberties rating declined from 5 to 6 [1 represents the most free and 7 the least free rating] due to numerous documented cases of unlawful detention, torture, and ill-treatment of civilians  by  military intelligence agents in secret locations.
